A Study Of Public Security Joint Emergency Operational Picture

Since 90 years 20th century, human beings is in face of serious public security issues day and night. Emergency Response was not restrict to one single department,but to the joint operational direction. Many emergency response systems only focus on single field, it makes difficult in dealing with fatal emergency. Therefore, it is the most important requirement that public security system built to assist joint emergency response.Common Operational Picture is the window of real-time situational awareness in battlespace, The most important feature of COP is its connect of all echelons and commands.To achieve real-time spacial situational awareness, the Joint Emergency Operational Picture (JEOP) is use for reference of the concept and technologies of COP.The main works and creations of the thesis are as follows :1. Analyzed the importance of real-time situational awareness in joint emergency response,point out the problem of current emergency system, bring forward the research contents definitely;2. Analyzed the characters and mechanism of COP in joint operations, bring forward the concept of utilizing the thinking and technologies of COP to achieve situational awareness in joint emergency response;3. Employ Distributed Database and Real-time Database technology together to resolve the main issues of real-time information sharing in JEOP;4. Designed tactical data overlay component based on real-time data, enlarged the utilization field of tactical data overlay;5. Utilize active database technology to design trigger based on location and attribute, real-time surveille and active warning.At the end of the thesis, it showed some examples of JEOP, and explained the effect.
