Network is the most efficient way to share the data. It's significant to build a system with the WebGIS and 3D (three dimension) viewer function for the management. WebGIS and 3D GIS are both important trends of the development of GIS, and nowadays, there are many theories and products which work well. The study on 3D visualization of WebGIS should use the production of GIS and mainstream technology of internet. In this paper a WebGIS platform was designed, which contained a 3D viewer based on VRML. The fowling are the main results of this study:1. Summarized and compared main technologies and products of WebGIS, analyzed the trend of WebGIS, and pointed out that the light weight client could be applied widely.2. Compared the main technologies of Web 3D, presented the method of designing 3D node using VRML, and applied in visualization of terrain.3. Studied the data model of geodata and predigested storage of DEM. The 3D landscape model was designed using pyramid storage-mode and LOD (level of detail).4. Designed the method of generating the 3D modle: using the java applet to change the elevation data and image texture dynamically, or generate the .wrl file on the server.5. Partitioned the 3D visualization system as data layer, service layer and represent layer, presented the structure of functional component.
