The submarine pipeline project is a complicatedly systematical project, which consists of the pipeline routine selection, the pipeline technical design, the pipeline structure design, the pipeline construction design and corrosion design. Whether designer can select an excellent pipeline route is not only important to the function of the whole submarine oil field, but also has the directly effect to the degree of the design difficulty, construction cost and operation of the whole pipeline project. Because the rationality of pipeline selection will mostly determine the excellence and success of the whole oil project, so the designers must pay attention to the route selection. In order to select an excellent pipeline route, the designers consider not only the technology, security and management cost in later period of the project, but also the social and political factors which involve the knowledge of the other subjects. So selecting an excellent pipeline route is the key of the whole pipeline project. Because of the complexity of the route selection, now there is not a scientific and systematical method which synthesizes all kinds of the influential factors and the designers can use to make the quantitative analysis to select the optimum scheme.In order to solve the above problem, according to the practical need of the project I raise an decision model based on Group Decision Analytic Hierarchy Process (GP-AHP) which can be used in the route selection combining the quantitative and qualitative analysis in this dissertation. In this dissertation, introduce the prospecting process of the route selection and the selecting criterions. Then I analyze the all kinds of the factors that influence the submarine pipeline route selecting, including technology, cost, environment effect, human activities social benefit. Then using the GD-AHP method I build a indices system according to which to designers can select the optimum scheme and lay down the assessing standard, then I compute the weight of the influential factors. Using this kind of method to handle the practical project has the certainly realistic meaning. But by traditional GD-AHP method some inferior factors of the schemes can't be stressed which have the remarkable effect to the wholly evaluating. In order to overcome this weakness and to make the selecting result more scientific and reliable, in this dissertation I use the variable weight theory to improve the result get by the traditional GD-AHP.Applying this evaluating model in practical project, it appears that this model is reliable and reasonable, and it is more scientific and operable than the already known evaluating method used by people only subjectively. This model of the submarine pipeline selecting has a widely applying prospect.
