In recent years,frequent emergencies in our country have caused severe economic losses and casualties in our country.At the same time,it has also seriously affected public security.It is of significance to establish a timely and effective emergency response system to guarantee the safety of people's life and property.The route planning during rescue is an important part of the emergency rescue system.Rescue vehicles need to choose the reasonable rescue route according to the traffic conditions to reach the accident site in the shortest time to carry out rescue work.With the continuous improvement of science and technology in China,ITS(Intelligent Transportation System)and LBS(Location Based Services)have developed rapidly.Navigation system is one of the important application modules in ITS and LBS.Route planning is the most basic and most important function in navigation.Route planning is one of the important means to allocate resources and optimize traffic flow.At the same time it is also one of the hot topics in computer science,operations research,geographic information science and other fields.The navigation network data has the details of the road.With the development of dynamic traffic information collection technology,the availability of real-time traffic information has been greatly improved.These can provide better current situation for the route planning of emergency rescue,and bring great help to emergency rescue work.Road weight is the basic of optimal route analysis.In this paper,a hierarchical model for determining the road weight value is proposed based on the full analysis of navigation geographic data.After dimensionless treatment of multiple influencing factors,the weight of road was determined using analytic hierarchy process.Then based on the complexity of the road network,the "divide and rule" strategy is used to deal with the complexity of the road network.Hierarchical partitioning of road network data based on road grades can reduce search space and improve search efficiency by reducing search nodes.At the same time,the optimal route obtained by this method is also more consistent with the habit of the traveler preferring high-grade roads when traveling at a relatively long distance.Finally,a route planning method using comprehensive real-time traffic information and historical traffic information is proposed after describing the storage of traffic information in detail.The real-time traffic information or history traffic information is used as the road weight value according to the time when the vehicles are expected to reach the road section,and a simulation experiment is designed.In the experiment,the route planning that uses real-time traffic information and historical traffic information comprehensively is compared with the traditional route planning with shortest distance to verify its effectiveness in reducing travel time.
