Currently, temporal geographical information system (TGIS), which is different from the static geographical information (SGIS), has been a pop domain of GIS. There into, research of spatio-temporal data model has been the core. Spatio-temporal data model for activity-based which has been studied for some time, has a large potential both in the area of travel and plan, and has been one key referenced factor when making decision. But through the analysis of the data model for activity-based, the author found that the current models has some drawbacks on the dynamic character, videotext and statistic analysis and so on.Therefore, this paper firstly analyzes the problems existing in the current data models describing individual's activities; discusses the dynamics and spatio-temporal character of individual's activity; analyzes the requirements of activity-based modeling for GIS. And then this paper described the spatio-temporal data model for activity-based using the view of mobility-oriented. It takes the design of spatio-temporal data modeling for activity-based as the core of this paper, including the design of conceptual model, the EER representation of the conceptual model, and the design of logical model. In the end, it realized the data modeling through the data operation. The experiment proved that the model could realize the data managing, querying based time, location and partial spatial analysis. Considering the actual factor, such as population, environment and so on, the model can give some assistant decision, which is the models before can't realize.
