Research On Key Technology For The Polar Management System Based On GIS

In order to promote scientific polar management, to improve work efficiency, and to advance the development of the polar seeing-about, the CAAA (Chinese Arctic and Antarctic Administration) of SOAPRC (State Oceanic Administration People's Republic of China) established an item—The Polar Management System Based on GIS, to serve our country's polar seeing-about, to offer an uniform, more effective, and more transparent work flat for the management of the polar seeing-about, the organizer of the polar item, the executor and the syndic of the spot seeing-about. Using the system, the missionary of CAAA can work on the Internet, and can obtain scientific reference based on GIS; the team member of polar seeing-about can put in the seeing-about data in time; and the public can know the polar enough.The paper researched on the key technology for the polar management system based on GIS. Firstly, analyzed the makeup and the functions of the system based on researching the operation status with function requirements. Secondly, the paper research the distributed constructing mode, and the application background of the system, bring forward the scheme which adopting the distributed constructing mode based on web. Thirdly, because of the status of polar seeing-about and the data resource's management (concentrative management), the paper researched the content and classify of the polar data, pointed out the disposing of the polar data rec. analyzed the multi-source characteristic of the data, combing the integration modality of the geographical data and the particularity in the polar seeing-about field, pointed out corresponding integration scheme. Finally, the paper discussed the integration of GIS and polar seeing-about E-Gov.
