Land is the foundation of society and economy development. The quantity and quality of the land resources as well as its distribution have been directly affecting social economy, environment and overall efficiency. With the rapid development of social economy and increasing use of land for non-farming construction, the issue of land supply and demand has become gradually conspicuous and land supply has already become one of the main factors that hinder economic development. Consequently, the use of land must be limited and carried out scientifically and rationally Land Use Planning. However, the administration and management of the Land Use Planning is a complicated system project, which contains such trivial work as making basic charts, extracting all types of data, filing documents, and the daily management, etc. The traditional methods of planning and the craft-reliant data management can hardly meet the demands of modern planning and management. Meanwhile, such work as frequent planning revision, management, situation analysis, application of the planning fruits and so on all call for the digitalization and automation of the Land Use Planning. Therefore, completing the work with the aid of computer is the only way to improve efficiency.The appearance of GIS technology has facilitated the construction of the Planning-Oriented Land Use Information System (POLUIS).Recently, some research institutes, land management departments and software companies have been endeavoring to develop POLUISs adequate for the need of the Land Use Planning. However, these systems are more focused on computer-assisted mapping and spatial data management but relatively weak in the model building and assistant decision-making. In fact, due to the complexity of the planning process itself, the establishment of fully-automatic system is unrealistic, but the automation of some important parts in the planning process is still to possible to be achieved.Exactly based on the situation above, the paper analyzes the necessity to set up POLUIS by means of applying GIS technology and puts forward a construction program suitable for POLUIS from software engineering perspective by modular design method.There are five components of the paper, The main contents of each department areas follows:1. Explaining the research's background, Selection of subjects, significance, the present situation of domestic and foreign, object, content;and the research method.2. Discussing the POLUIS's purposes, tasks, requirements of functional design and general construction steps.3. Detailing the master design of POLUIS.The system selects MapGIS software as developing platform, Visual Basic as developing language, Oracle as DBMS. Meanwhile, according to the content of the Land Use Planning, Eight basic modules have been designed, including the basic database module, the inquiring module, the current situation of land use analysis and evaluation module, the land suitability evaluation module, the population and the land forecasting module, the land use structure and distribution optimization module, the graphic editoring module, and the implement and management of the planning module, etc. Therefore, In addition to the basic functions of GIS, POLUIS possesses many other functions such as the assistant compilation of Land Use Planning, the management of planning fruits, the monitored management of planning implement and so on.4. Investigating the Land Using Planning of Zhanggou Town, Xiantao City, Hubei Province by employing POLUIS. The achieved good results verify the practicality and effectiveness of the system.5. Summarizing achievemenrts and innovations of the paper, and point out the system's further studies.
