Design And Development Of Land Use Planning Management Information System

As a leader and core of land management, land use planning is the national macro-control red line of farmland protection and the important means of land-use zoning rational distribution. Currently, under the leadership of the municipal government, Binzhou City Land Bureau has just been completed the land use planning results, the data is very good. However, the bureau plans to use the early construction of Binzhou City approval of construction land management information systems to conduct business review, because the system does not support graphical management of land use planning, the bureau need a management information system to effective convergence and planning graphics, planning indicators for planning review decisions to adjuvant.On the background of "national land comprehensive supervision platform" project for Binzhou city, and based on the concept of geographic information service and the business in land use planning, this paper discussed the implementation of land for construction project review process, and focuses on the research no construction and implementation issues of the land use planning management information system, with the technology such as Digital City, WebGIS, geographic information services, object-oriented programming, graphics processing, database management, Author designed and implemented the system on tools like NewMap platform, C#, Flex4.5.The completed system contains planning, planning target, planning review, plan indicators, statistical analysis and user management six main functions module. Among them, the key is to study the geographic information service framework. Used this idea, we can promote the system openness, reduce the data coupling degree, ensure accuracy and fairness of the planning review work. Besides used the basic geographic information, we can used the system as the thematic information for the national land comprehensive supervision platform.
