Since the founding of the Ministry of Land and Resources, has been attached great importance to the construction of information technology, to strengthen the information system, information service to the community "to determine the work of one of the five major objectives and tasks of the Ministry of Land and doors, accurate positioning of Land and Resources Information, a clear thinking of building information technology.In recent years, with the rapid development of geographic information systems (GIS), land departments have begun to attach great importance to its application to land use planning it as a land-use planning and information technology support technology, access to land information, storage, update, analyze, exchange and application has a huge advantage. At present, although some cities, counties, land use planning system, these systems exist in the management of data, decision support and other aspects such as the lack of use of new technologies to create a land use planning system is necessary, which promote the land use planning scientific, land configuration, regulate land use planning and management are of great significance.On this basis, we propose that the combination of new component technology to the development of the system. Selected component products of ESRI’s ArcGIS Engine, object-oriented programming language C#, integrating development, improve the development efficiency, and strengthen the function of spatial analysis. ArcSDE spatial data engine and Geodatabase spatial data model in database design, unified storage of spatial data and attribute data in a relational database, greatly improve the efficiency of data management. Function of design, functionality and performance needs analysis, system development framework, the overall functional design of the system.Finally, the Yangcheng County land data based on some of the features of the system tested. The results show that this paper, the design of the land use planning information systems function to query, statistics, land change, land demand forecast function. Reference to a variety of database construction standards in the database construction system has a certain normative.
