Urban cadastral management information system is an important system of land & resources management information system. In order to design urban cadastral MIS, we must consider the consistencies of land & resources MIS. Therefore, the article analyses the characters of land & resources MIS firstly. Then, the article brings forward the structural framework of land & resources MIS aimed at the common grounds of them, it also gives the technical lines implemented by Web Services. The framework is the base of integration of land & resources MIS and other information systems, it makes the system expansibility and data exchange more easy.Object-oriented Analysis mainly contains functional model, dynamic model and object model which is the basic model. Object model design comes to classes or interfaces design. The standard of Object-oriented Analysis and Design can't judge their qualities quantitatively. It should be more reasonable correspondingly, if it is designed from spatial relationships theories.In this paper, describing of spatial geometry objects is studied. As the fundamental theory problem, spatial relationships plays an important role on spatial data modeling, spatial query, spatial data comprehension,etc. A lot of researches was done on spatial relationships, the article only studies spatial relationships for system analysis and design. Thus we can design the object-oriented system by using spatial relationships.Finally, an urban cadastral management information system is developed using object-oriented technology based on spatial relationships. Architectural structure, main components design and important interfaces design of the system are showed in this paper. Requirement analysis, characteristic illustrates and main interfaces illustrates are showed in the appendixes.
