As an important part of land management, cadastral parcel alternation plays an important part in the city or town programming and building, furthermore in the economic development. In the past, cadastral parcel administration work in our country has been done by a manual way. Computer comes into this field only for a few years, moreover, it only deals with some static data, which doesn't keep up with the developmental of reformation and opening. Its reason is that cadastral parcel alternation information system is the typical Temporal GIS. After building the initial cadastral parcel, frequent alteration processing will be done as one of the cadastral parcel administration contents, whose technical key is to use the proper spatio-temporal data modeling for organizing the cadastral parcel database. As the important active file, data before and after alteration should be preserved appropriately, which can be used not only in the land use alteration, observing and prediction, but also in the decision support for the government. Besides that, the preservation of the cadastral parcel historical resources acts a part in some aspects as follow. (1)Describing the past land use condition properly. (2)Analyzing land use changing for a few near years. (3)Querying and generalizing land use changing information. In the cadastral parcel alternation information system, the cadastral parcel resources are the basic data, which have spatial and attributable characters, besides, they still have an obvious temporal character. On account of this, it is essential for temporal information to be imported into the cadastral parcel alternation information system.The paper mainly separated into two pars based on the above ideas. One is to generalize the conception and relational theory of the cadastral parcel alternation information system, and to elaborate on the theory relational to the temporal GIS. Two is the designing and experimenting of the experimental system.In the first part, the paper expatiates on the conceptions related to the cadastral parcel alternation and the basic theories. In general, it includes three parts: the basic types of spatial and attributable changing in the cadastral parcel alternation, the time element in the cadastral parcel information and the foundational conceptions of the temporal cadastral parcel alteration information system. Then it discusses the temporal topology analysis of the cadastral parcel alteration, introduces the definition of spatio-temporal topological relation, elaborates on the spatial and temporaltopology relation between cadastral parcel alteration objects, describes and discusses the spatio-temporal changing process of the cadastral parcel alteration, and simply introduces the historical query process about the cadastral parcel alteration based on the saptio-temporal topology analysis lastly. Then it begins to expatiate on the spatio-temporal modeling conceptions and comparison of the cadastral parcel alteration and designing of the spatio-temporal database in the cadastral parcel alteration information system. By this part, we can learn about the conception and relational theories of the cadastral parcel alteration and temporal GIS.In the second part, this research develops the cadastral parcel alteration object-oriented minitype experimental system. This system not only realizes the relational process of the cadastral parcel alteration, in addition, it imports temporal GIS successfully, constructs the valid spatio-temporal data model, and makes it be quick, convenient and valid for spatio-temporal query. Generally speaking, the effect of the experiment is ideal.This system mainly possesses some functions such as follows:(1) View administration(2) Query and analysis(3) Constructing land(4) Land alteration(5) Spatio-temporal query(6) Statistic and analysisThis paper studies and realizes four technological difficulties such as follows:(1) How to define and estimate polygon land possessing geometric and temporal information.(2) How to design the alternation geometry operation arithmetic and arithmetic implemental condition.(3) How to record and query temporal information.(4) How to record and query historical information before and after the cadastral parcel alteration.
