With the rapid development of the Internet , people feel more requests about spatial information by WWW. Internet provides a new and efficacious Geographical Information System carrier to GIS. Web Geographical Information System is the combination of Internet/Web technologies and Geographical Information System ,it make the web publishing and sharing of geospatial information in the whole world possible and has bought great influence to the national economical development and our everyday life. Now, software of WebGIS apply current popular technology in the communication application protocol and system structure, it makes GIS software more opening. Web GIS facing a new challenge for the further development, and WebGIS must track the opening way.This paper expounds the essential elements of Web-GIS fromthe point of the features, design and implementation in theory, discusses the system structure of Web-GIS and its technology ,then point out its problem, at last, a new approach to solve the problem using XML is presented.From the point of system structure of Web-GIS based on XML, the paper expatiates application of XML in WebGIS. XML and WebGIS combined to expand the currency of WebGIS and improve the efficiency. The concept and features of XML are introduced. And analyzed the development and application.At last, the paper constructs a demonstration system based on ArcIMS. A map releasing method based on ArcXML is presented, and application cases are offered.XML-based Web GIS is a brand-new field, the research and its development on it will not only bring forth great impact on traditional conception and traditional technology, but also greatly affect development of GIS methodology, geographical information industry and Digital Earth.
