With the development of information social, computer is not only carried out science calculate but also can carry out dealing with a large of data easily,for example data's and refresh,make the computer's application extend from the science research department to entailment,department, as a result,the database technique is produced,data techinique is important entrance in the computer applicational field,its coral task is carried data management,now it has formed quite a few scale technic system and using technique. Now ,survey and mapping data is the foundation data that carried out the river and stream layout and father,prevent or control flood,fight a drought。With the development of mapping technique, the speed of obtaining the mapping data is more and more rapidness。But development speed of dealing with mapping data capability have further trail the speed of the data going up 。it brings on the data gigantic waste。As a result , it need the mapping database to carry out reasonable and high effect management. As far as water conservancy department is concerned,database construction is the base that implement the water conservancy information. only energetically exploiture and step by step consummate the database,it makes our homeland break away from collecting the water data to whole protract the illustration by hand,it makes our homeland break away from complexion that we predict flood only depend on experience, accurate rate is opposite slow。However the water conservancy surveys and mapping database has not really implement, so this papers is written base on the second songhuajiang geography information system 。this SSGIS is the first river and stream geography information system that built in the northeast region。As a result ,its construction is attempted。Before the spatial database, the management way of most database adopt document system .way .this kind of data management method have already appeared the data management the maintenance difficulty in the application, the speed of the data access the database is slow the single customer data erupts to share the conflict and so on ,in order to avoid above problem ,the second geography system adopt a kind of efficient data management mode, namely ArcSDE(spatial data Engine) and relation database integration management 's mode, the spatial data and attribute data can be managed uniform by ArcSDE spatial data Engine and SQL relation database, and SSGIS(the second Song Hua Jiang Geography Information System) make use of the ArcSDE and Visual Basic++ to carry out the river valley spatial information search and analysis function ,achieve compositive spatial data management and high-efficiency information search 's goal, at the same time, the information that the SecondHuaJiang's resources ,environment ,society economy ,natural geography and so on is carried out the uniform management, and it provide the decision support to the farsighted development target and strategy of the rival valley. In the first stage ,The second SongHuaJiang geography information system's developmemt target is to build up a GIS foundation flat roof, And aim water resource's exploiture utilize and prevent or control flood carry through investigate, the second SongHuaJiang river valley geography information system is either a face water resource thematic special geography information system,or a face all river valley's district geography information system, it is "digital JiLin"project's foundation.this system's development is provided with reference value to else digital river valley project's construction. As face special and cover with quite large region geography information system's flat,it possess capacity that manage a great of data。thereinto include dynamic or real-time data,and provide the mechanism that space data and attribute data can access quickly and efficiently deposit and get, Thus just the benefit is analytical in the water analysis, the flood evolves etc. spatial analysis and imitate process'good implement。This text is carry out systemic analyse and research to SSGIS design and development. Concrete body now as follows: (1) The analysis surveys and mapping the foundation of the development present condition of the space database up, discussed to survey and mapping the spatial database necessity and urgencies, and further discussed the establishment to survey and mapping the spatial database in the function that surveys and mapping the profession at present and have the very important and realistic meaning; (2) the text introduce the data seamless integration conception and development trend,and emphasize spatial data seamless integration have important position in the survey and mapping spatial database ,and we investigate survey and mapping spatial data integration method from the two aspects of the geography information system data integration method strategy and the geography information system data integration's application。Those method can provide theoretic support。(3)We study survey and mapping spatial database based on the the second Song Hua Jiang geography information system(SSGIS)。According to the technique characteristics that the adoption establishment survey and mapping spatial database. we carry on the detailed design from SSGIS develop terrace ,run environment ,total frame and system function module, and ArcSDE has outstanding emphasized in the whole function of core of system, detailed introduce survey and mapping the process that data store in warehouse ,and carry on survey and mapping to carry on the valid management through ArcSDE。The implement poduction in the survey information system are mostly as follow: (1)we can carry on the further processing to the existing data based on the second Song Hua Jiang geography information system .for example Digital Elevation Model built, and distill riverway breaking surface diagram in the DEM(Digital Elevation Model ) foundation ,and put the breaking surface diagram store into database, and really implement three-dimension visual.
