China is rich in biodiversity due to- its complicated natural conditions and the biodiversity plays a very important role in building and improving global ecological environment. However, China's biodiversity has suffered heavy losses resulting from human population growth, economic development and environmental pollution as well as ecological destructions. Confronting the losses of natural resources, the Chinese government has been taking a series of measures such as developing policy, making plan, drawing up laws and regulations, conducting education program, rescuing endangered species with the aim to protect and recover the biodiversity. However, all these efforts are not enough to the status of biodiversity and requirement of economic development, and the key reason is the policy. Biodiversity protection is a governmental behavior to some extent and therefore it should be regulated by policy.The policy system, in a broad sense, includes laws and regulations since the implementation of policy needs the laws and regulations for guarantee. During the historical period of the market economy, the policy system of biodiversity protection and its sustainable utilization should cover the management policy, economic policy, public participation policy, protection technological policy, finance policy and industrial policy, and laws and regulatons as well. All these policies will support each other in biodiversity protection and its sustainable utilization.This thesis recalls the history status of biodiversity protection and its sustainable utilization, analyzes the biodiversity policy, laws and regulations, and technological measures, and proposes the specific policy measures of biodiversity protection and its sustainable utilization.
