Lightning disasters are a kind of outbreak natural disasters with development of information society and electronic devices, whose damages are becoming more pronounced and extensive. Lightning constantly threatening people lives,propertyies as well as public services and cultural heritage.Lightning risk assessments are the base to identify and could effectively control risks and deal with lightning risks. With the result the assessment, we can consider how to effectively control and deal with lightning risk. Then, take varieties of measures to avoid losses and control loss.Lightning risk assessments are a comprehensive, complex project based on complicated data. Taking advantages of high accuracy, fast calculation speed of computers and with help of the risk assessment software; we can significantly improve accuracy and efficiency of the assessments.By analyzing risk parameters, a risk management model and an risk management system software were built. Software features a modular way to implement the lightning risk assessments, which can greatly improve efficiency and utilization of information, reduce labor intensity and supply data for disaster prevention and mitigation decisions.The assessments are carried out according to GB/T 21714.2-2008/62305-2:2006, which was published in April 2008. Some of the parameters cannot be completely realistic(such as Ng, complex building collection area Ad, multi-line system loss component (Lo) of the refinement and improvement) to explore and optimize, and model based design of optimized Software. For more accurate, rapid assessment of realistic situation, for disaster prevention and mitigation decisions.
