In contemporary city, on the one hand, with the high development of urbanization, all sorts of information are gathering together rapidly. More and more conflicts are emerging, which bring the unprecedented challenges to the urban administration. It is urgently needed to have an instrument to assist the urban administration which could effectively integrate all the resources; On the other hand, with the amount of international terrorism acts and ethnic conflicts increasing, the prevention of terrorism act admits of no delay. Enterprises and government institutions which are related to the national economy and people's livelihood will be paid the key protection and attention. Meanwhile, as there are varieties of natural calamities in recent years, such as:earthquake, rain and snow disaster, influenza, SARS, it is reminded that we should have a mechanism to respond to major natural calamities and emergencies that threaten public safety.This paper takes Urban Management and Emergency System of MinHang District in Shanghai as the example. On the one hand, it gives research in business process, office procedure and the ladder of management; on the other hand, as GIS is a decision support system which does research in the management, disposal, analysis and application of data, the paper focuses on how to effectively integrate various resources in city, and how to integrate with other information systems, so that it can provide better decision support through electric maps.The paper finally puts forward its defects and the direction the author will pay attention to in the future.
