Land intensive use in development zones has become the hot topic in domestic study recently. Provincial development zones are going to face up the land intensive-use evaluations taken by municipal and the results will be considered as one of the most important documents for expansion and upgrade application. Therefore,it urgently requires our exploring the possibility of building a more scientific evaluation system at the point of a new round of "upgrade enthusiasm" , what is able to provide objective and comprehensive land utilization evaluation results. It is meant to offer decision-makers for a scientific reference with developing strategies and rational land utilization in development zones. In the academia,the research on land intensive-use evaluation has achieved a lot of success which has promoted the practice in intensive land use around our country, while some existing problems with current evaluation methods also need further study on evaluation system.Evaluation model is an important component of evaluation system, directly related to the scientific evaluation results. Taking "the intensive utilization of land evaluation model based on TOPSIS method in development zones " as the core, summarizing the theoretical results about land intensive use evaluation to get the connotation of intensive land utilization evaluation in development zones on the bases of that traditional TOPSIS method improved; Then comparing the main methods of land intensive use so as to reveal the advantages of multiple attribute decision making method——TOPSIS; Combining with the evaluation of land intensive use rules in development zones to set up"TOPSIS model"from three aspects: evaluation objects, evaluation indexes and evaluation method; Analysis four provincial development zones——Tongshan county,Feng county,Pei county,Xuzhou industrial park in Xuzhou city Jiang Su province——to get land intensive degrees which then is compared with common multi-factor comprehensive evaluation results and the differences of the contrast prevail the advantages of TOPSIS model in solving land intensive degree contrast evaluation in development zones problems; The last, putting forward proposals target the comparatively weak showed by classified comparative appraisal in intensive degree evaluation among the four development zones. From the research the thesis conclude that the advantages of TOPSIS evaluation method is feasibility and high reliability by making full use of original information of evaluation indexes to unfold the subtle quantity differences and present a kind of group character of various objects that is suitable to a comparative research on transverse comparison in multi-closed levels of different development zones. To some extent, it overcomes the disadvantages of existing approach.
