The Discussion On The Ethical Responsibility Of Social Engineering Subject

Social engineering is a system engineering of reforming society. It generally means the genericterms of social planning and social actions for solving serious social problems. The social engineering subject is the planners and actors of social engineering. It is an individual or an organization who participates the process of decision-making and implementation and assume the ethical responsibility of the social engineering. In recent years, the implementation of various of social engineering projects has more and more influence on the whole society, economy, culture, education, etc. All fields of society are asking the social engineering subject more and more intensively for ethical appeal, which requires social engineering subject to be responsible for the whole society and public. In our country, due to all sorts of reasons, the research about social engineering problems is not paid enough attention to by the academic circles, and domestic research of the ethical responsibility of its subject is slower than social engineering development in real life. Especially in recent years, social engineering's "double-edged sword" nature arises a long with the continuous implementation of academic super-large projects and the treatment of kinds of major emergency. This thesis will research on the ethical problems of social engineering subject, which helps us to make clear the ethical responsibility brought from engineering subject social engineering subject, then take corresponding measures to avoid the harm make by unethical behavior of social engineering subject to society.The first chapter introduces the significance, methods,ideas and situation of the research.The second chapter introduces the meanings of social engineering and social engineering subject. And defines the subject from many perspectives social engineering subject refers to the individual or organization who participate the process of decision-making and implementation and assume the ethical responsibility of the social engineering, It can be defined as "social engineering community" in a certain sense, and it mainly includes governments, experts, technicians, administrative departments and the public.The third chapter analyses the ethical responsibility of social engineering subject from three angles decision-makers, executor and supporter after defining the cinception of the ethical responsibility of social engineering subject.The fourth chapter expounds the absent phenomenon of social engineering subject and analyses the reasons at first. Secondly, the ethics consciousness of the existing subject of social engineering is also absent in social engineering activity. The existing subject of social engineering includes governments, experts and technicians. The main reasons of the absence of ethics consciousness of the existing subject of social engineering have four reasons:the unclear ethical responsibility of governments, the faultness of the ethical consciousness of administrative personnel, and the professional ethics lack of social engineering experts and technicians.The fifth chapter is to discuss the countermeasures for strengthening the ethical responsibility of social engineering subject. The countermeasures include reconstructing social engineering subject, promoting government ethics legislation, control the moral hazard of administrative personnel, and constructing the Humanitarian, Fair and Honest professional ethics of the social engineering experts and technical personnel.
