Treasure, rational use land and effectively protect farmland is a long basic national policy,implementation of the basic farmland protection policy is to deal with food crisis, to ensure the most effective means of food security. In the "Basic Farmland Protection Regulations" basic farmland is defined as: "According to some demographic and socio-economic development during the demand for agricultural products and building land forecasts, According to land use planning to determine and within basic farmland protection areas shall not occupy the cultivated land. The protection of basic farmland, including two aspects: Protect the quality and quantity. In a sense, as the non-agricultural construction land protection there was a contradiction, a significant portion of basic farmland protection are just a mere formality- attention to the number of protection, ignoring the quality of protection, result in lower quality land in many places. Therefore, how to designated land as basic farmland and what kind of land should be included in basic farmland protection is the most important issue of protection of basic farmland.In this context, Analysis of the driving forces of cultivated land change, in a series of qualitative and quantitative analysis by using remote sensing technology and GIS tools. Then, study the basic farmland area of cultivated land suitability assessment. Finally, we designate the basic farmland protection areas. The main content of paper:1, Use the RS to extract land use data of the study area. Classify remote sensing images of 2006, and then extract the map spot of land and building. The results showed that the farmland and construction sites have spatial coherence, obviously.2, Analysis of the study area of cultivated land and construction land change over the years and its driving force, used qualitative and quantitative methods. The results showed a decreasing trend of cultivated land and the main driving factor is the building occupied; concentrated distribution of population and arable land in the valley plains, construction sites showed an increasing trend; Construction land expansion factors: geography, economy, population and urbanization and traffic.3, Simulation of construction land expansion, with MCE-CA model, Simulation results show that in 2020 the expansion of construction land area, mainly in the south and the industrial parks around the county, And needing to occupy 870.30 hectares of arable land.4, using variety of methods to predict the number of basic farmland protection in the study area, determine the amount of basic farmland protection not less than 35,732.27 hectares and Basic farmland protection rate not less than 83.52%.5, Used AHP to determine the basic agricultural land suitability evaluation index system and impact factor weights, Using GIS analysis tools on the various influencing factors are weighted overlay analysis, Finally, classification the suitability. Analysis of classification results showed, the basic farmland cultivated land suitability as a whole stronger. Suitable for basic farmland area 36580.10 hectares, accounting for the total area land to participate in evaluation of 88.18%.6, Designated basic farmland protection areas, combining with the number of basic farmland protection forecasting results, the results of Suitability Evaluation of basic farmland and basic farmland protection zone provisions. Through the compact evaluation shows that Compactness is 1.5 times the last round of planning. Delineation results are more reasonable.
