Since 2004,in order to ensure the important strategic position of "agriculture,rural areas and farmers" work in China,the State Council of the PRC has issued the No.1 document of the Central Committee continuously,focusing on agricultural efficiency,rural prosperity,farmer's income,and further narrowing the gap between urban and rural areas.At present,the rural land transfer in our country continues to advance,and the farmland transfer area has exceeded 35% of the cultivated land area contracted by the household.The rural land transfer has become an important content of deepening the reform of the rural land system at the present stage.With the increasing scope and depth of cultivated land transfer,there are many problems in the process of cultivated land transfer.At present,the most urgent problem is that there is no basis for land transfer,especially the transfer costs and regional choices are more random,to a certain extent,not only affecting the standardization of cultivated land transfer,but also affecting the vital interests of the main participants in the transfer of cultivated land.On the basis of relevant researches at home and abroad,this study determined the connotation and evaluation idea of farmland transfer,and established the suitability evaluation index system of farmland transfer from such dimensions as the nature,location,labor resource status,farmland input and output status,and farmers' attitude that affected farmland transfer by adopting the multi-factor comprehensive evaluation method.Based on the data of the second land survey and change in Changyuan County,Henan Province in 2017,the cultivated land quality evaluation and monitoring database and field survey data in 2017,taking the administrative village as the minimum evaluation unit,the suitability of cultivated land transfer in Changyuan County was evaluated and studied.In order to provide the necessary theoretical basis and practical guidance for the transfer of cultivated land in Changyuan County and similar areas in China.The research shows that:(1)cultivated land suitability evaluation index system should include natural conditions,location conditions,labor resources,cultivated land input and output conditions,farmer's intention and so on,the suitability evaluation model based on multi-factor comprehensive evaluation method can be used to evaluate the suitability of cultivated land transfer,and the evaluation results accord with the local reality.(2)Judging from the evaluation results,most of the cultivated land in Changyuan County is suitable for circulation.The study area can be divided into highly suitable circulation area,suitable circulation area,relatively suitable circulation area and unsuitable circulation area.The proportion of the study area is respectively 16.52%,36.57%,29.21% and 17.70%,which basically conforms to the actual situation of Changyuan County.(3)In space,the suitability evaluation results of cultivated land circulation in Changyuan County are characterized by the combination of small agglomeration and large dispersion in space.Changyuan County presents the characteristics of small agglomeration and large dispersion in spatial geographical distribution,and shows that the closer to the central urban area or the main road,the more suitable degree of cultivated land transfer is,on the other hand,the lower;Among the villages and towns and inside the villages and towns,the distribution of the appropriate sub-regions at all levels is more balanced,especially the area of the suitable and more suitable transfer areas is larger,the distribution range is wider,and the two forms coexist in some villages and towns at the same time.The proportion of high and unsuitable arable land transfer area is relatively small and the distribution is concentrated.(4)The main limiting factors of cultivated land circulation in Changyuan County are drainage conditions,traffic conditions and farmer's wishes.In terms of limiting factors,the main restrictive factors in unsuitable farmland transfer areas are drainage conditions,traffic convenience and farmer's willingness to transfer,which indicates that the construction of farmland and water conservancy facilities should be strengthened in the future in the process of farmland transfer in this area.The improvement of the county and township road system and the positive guidance of the farmer's willingness to transfer land on their own initiative.
