Study On The Influence Of Northeast Revitalization Strategy On The Quality Of Economic Development

Northeast revitalization strategy was a regional development strategy proposed by the state to cope with the economic recession in northeast China.The implementation of Northeast revitalization strategy had effectively promoted the economic growth of Northeast China.In 2013,the GDP of the three provinces in Northeast China reached 3.5 times that of 2003,and in 2020,the GDP of Northeast China was 1.3 times that of 2013.However,the share of Northeast China’s GDP in the country had been declining,from 8.53 percent in 2003 to 6.87 percent in 2013,and further down to 5.07 percent in 2020.At the same time,China’s economic development had entered the stage of high-quality development from the stage of high-speed growth,economic development was not only reflected in the growth of "quantity",but also reflected in the improvement of "quality",promoted the high-quality economic development of Northeast China was the core of the revitalization of Northeast China in the new era.In this context,it was of great academic value and practical significance to study the influence of Northeast revitalization strategy on Northeast economic development.This paper focused on the key issue of the impact of Northeast revitalization strategy on the quality of economic development.First of all,the Central Committee of the Communist Party of China and The State Council issued relevant policy documents on the revitalization of the northeast to carefully study and sort out;The evaluation system of economic development quality index was constructed,and the entropy method was used to calculate and analyze the urban economic development quality of the three northeastern provinces from 2000 to 2020.Secondly,build a mathematical model to theoretically analyze the impact of Northeast revitalization strategy on the quality of economic development.Finally,took the data of old industrial base cities in China as samples,the paper empirically analyzed the impact of Northeast revitalization strategy on the quality of economic development,and put forward countermeasures and suggestions to better play the effect of Northeast revitalization strategy.The research content and main conclusions of this paper were as follows:First,the analysis of policies related to the revitalization strategy of Northeast China and the analysis of the evolution characteristics of the quality of economic development in Northeast China.Through the analysis of the programed documents of Northeast revitalization issued by the CPC Central Committee and The State Council,it was found that the specific policies and measures to implement the Northeast revitalization strategy had always focused on industrial structure adjustment,scientific and technological innovation,state-owned enterprise reform,opening to the outside world,and ensuring and improving people’s livelihood.The current Northeast revitalization strategy focused on promoting high-quality economic development in Northeast China.Started from the new development concept,this paper constructed an index evaluation system reflected the economic development quality in Northeast China,synthesized the comprehensive index of urban economic development quality in Northeast China by entropy method,and analyzed the measured results,including using three-dimensional kernel density estimation and Markov chain to study the dynamic distribution and evolution trend characteristics of economic development quality in Northeast China.It was found that since the implementation of the Northeast revitalization strategy,the quality level of urban economic development and the quality level of economic development in the five dimensions of the three provinces in Northeast China had been improved,and the quality of economic development had been significantly improved after 2015.The higher the administrative level of a city and the closer it is to the provincial capital,the higher the quality level of economic development,showed the trend of "club convergence" and "leap" in the level.Second,the theory explains the impact of Northeast revitalization strategy on the quality of economic development.Based on the actual adjustment of the center of gravity of the Northeast revitalization strategy,a mathematical model was constructed to explain the phased impact of the Northeast revitalization strategy on the economic development of the Northeast region,which was respectively the stage of supporting factor input to promote economic growth,the stage of supporting innovation and research and development to form endogenous growth momentum,and the stage of implementing new development concepts to improve the quality of economic development.It was found that the early implementation of Northeast revitalization strategy effectively promoted the economic growth of Northeast China by easing the constraint conditions of factor input in the production function,accelerated the marketization of capital and labor factors,the flow of production factors,strengthened labor skills training,and expanded production factor input.Then,through a series of measures such as supporting enterprises’ R&D investment,enhance the endogenous impetus of economic growth in Northeast China;Through the policy bias of implementing the new development concept,more attention should be paid to green development,shared development and coordinated development,and the quality of economic development in Northeast China should be improved.It had realized the unity and transformation from the quantity of economic development to the quality of economic development.It was further demonstrated that the upgrading of industrial structure,the successful government and the effective market were three important ways and mechanisms for the revitalization strategy of Northeast China to affect the quality of economic development.Third,the empirical analysis of the northeast revitalization strategy on the northeast economic development quality of the impact.Based on the thought of causal inference and analysis,PSM-DID method was used to reasonably construct a control group to study the influence of the revitalization strategy of Northeast China on the economic growth and economic development quality of Northeast China.The results showed that the implementation of the Northeast revitalization strategy effectively inhibited the economic downturn of the cities in the three provinces of Northeast China.The strategic effect from 2010 to 2015 was stronger than that from 2004 to2009.Compared with other old industrial base cities,the economic growth effect of the general cities in Northeast China was more significant.The economic growth in Northeast China in the previous stage had provided a favorable material basis for the improvement of the quality of economic development in Northeast China.In terms of improving the comprehensive index of the quality of economic development in Northeast China and the quality level of economic development in five dimensions,the revitalization strategy of Northeast China had played a significant role and differentiated impact,which was manifested in the significant positive effect on the green development and open development of Northeast China.It also had a significant positive effect on the green,open and shared development of key cities in Northeast China.Fourth,taked the national financial support as the proxy variable reflecting the implementation intensity of the Northeast revitalization strategy,this paper empirically analyzed the impact of the Northeast revitalization strategy on the quality of urban economic development in northeast China.The empirical results once again confirmed that the Northeast revitalization strategy had a significant positive impact on the quality of urban economic development in Northeast China,which was highlighted in the level of coordinated,green,open and shared development,and the impact on key cities in Northeast China was significantly better than that of general cities.The results of the intermediary effect model showed that the revitalization strategy of Northeast China can improve the quality of economic development by upgrading the industrial structure,building a successful government and an effective market.Based on the theoretical analysis and empirical analysis,combined with the actual economic development of Northeast China,this paper put forward countermeasures and suggestions to better implement the policy system of Northeast revitalization strategy.First,focued on improving the level of scientific and technological innovation,made up for the shortcomings of innovation development in Northeast China,and realized the improvement of the quality of economic development in Northeast China by relying on innovation;Second,continued to promote the upgrading of the industrial structure in Northeast China,implemented the new development concept,and gave play to the key role of industry in the speed and quality of regional economic development;The third was to coordinate the government’s regulation function and the market’s function of optimizing resource allocation,and unimpeded the government mechanism and effective market mechanism to promote the improvement of the quality of Northeast China’s economic development;Fourth,formulated differentiated policies to promote the common development of different types of cities;The fifth was to further enrich and improve the policy system for implementing the revitalization strategy of Northeast China,so as to provided policy guarantee for the sustainable economic development of Northeast China.
