Evaluation On The Policy Effect Of Northeast Revitalization Strategy

Place-based policies is a common practice to promote balanced development among regions.However,there is a big controversy about the policy effect.As an important part of the overall regional development strategy,evaluating the effect of Northeast Revitalization Strategy(NRS)is not only of great help to objectively understand the policy effect of itself,but also to the effective implementation of the new round NRS and other regional coordinated development strategies.Based on the panel data of 202 cities from1994 to 2015 in China and the difference in difference-propensity score matching(PSM-DID)method,this paper studies the effect of NRS in optimizing the economic structure.Our research find that NRS did not optimize the industrial structure,and not improved the level of industrial agglomeration of northeast region.The main reasons NRS does not achieve much effect in optimizing economic structure are the central government's short-term economic growth tendency and economic growth pattern drove by the big projectors in policy design and the local government's selective implementation strategy and beggar-thy-neighbor strategy in policy implementation.These factors result in the imbalance between development and transformation,short-term growth and long-term structural adjustment,the government function and the market function.Therefore,in the new round of NRS,the central government should pay more attention to long-term structural adjustment and the more effective aid in regional policy design.The local government should improve the execution and cooperation efficiency in the regional policy implementation.It is also important to established a complete set of systems and mechanisms to safeguard the implementation of regional policy.
