The Guangdong-Hong Kong-Macao Greater Bay Area(hereinafter referred to as the Bay Area)holds an important strategic position in the overall development of the country.The construction of transportation cooperation in the Bay Area continues to deepen,but the overall planning of transportation public budget expenditure in the Bay Area faces bottleneck constraints.It is urgent to coordinate and solve the problem of imbalanced spatial structure of urban transportation public budget expenditure in the Bay Area.Improving the balance and coordination of space development of public budget expenditure for transportation in the Bay Area is one of the important measures to "solidly promote common prosperity,enhance the balance of regional development in the Bay Area,and implement the major strategy and coordinated regional development strategy of the Bay Area".Based on the perspective of imbalanced spatial structure and ecological environment of public budget expenditures for transportation in the Bay Area,conducting research on optimizing the spatial structure of public budget expenditures for transportation in the Bay Area has important theoretical and practical significance.The paper takes the public budget expenditure of transportation in the Bay Area as the research object,and uses elasticity theory,grey correlation analysis,entropy weight method,TOPSIS method,field theory,hybrid particle swarm optimization algorithm,artificial intelligence D* algorithm to conduct quantitative research on the non equilibrium status,elasticity,changes in spatial structure,optimization of spatial distribution balance,and optimization of ecological governance paths of transportation public budget expenditure in the Bay Area.In order to provide theoretical basis and policy recommendations for the government to reasonably adjust the spatial structure of the public budget expenditure for transportation in the Bay Area,scientifically formulate the planning of public budget expenditure for transportation in the Bay Area,and effectively promote the balanced and coordinated development of transportation in the Bay Area.This paper is divided into 6 chapters.Chapter 1 systematically introduces the background,purpose,significance,research status and comments at home and abroad,research ideas,content,methods,and innovation points of the study.Chapter 2 introduces relevant theoretical knowledge such as budget method,public budget expenditure and functional classification,Public budget expenditure and spatial structure of transportation,local financial authority and expenditure responsibility in the field of transportation in China,public expenditure growth theory,elasticity theory,gray correlation analysis,structural change analysis,entropy weight method,TOPSIS method,field theory,the hybrid particle swarm optimization algorithm formed by applying simulated annealing algorithm to particle swarm optimization algorithm and artificial intelligence D*algorithm,etc,This will lay a theoretical foundation for the following research on the optimization of public budget expenditures for transportation in the Bay Area.Chapter 3 analyzes the current situation of imbalanced public budget expenditures for transportation in the Bay Area by comparing them horizontally and vertically;By studying the influencing factors and elasticity of transportation public budget expenditures in the Bay Area,the main reasons for the imbalance of transportation public budget expenditures in various regions of the Bay Area are revealed,providing a reference basis for proposing optimization strategies in the following text;Empirical analysis and comprehensive evaluation of the spatial structure of transportation public budget expenditure in the Bay Area from 2015 to 2019 using the structural change speed index K,structural transformation index Moore value,grey correlation analysis,entropy weight method,TOPSIS method;Pointing out the uneven spatial distribution of public budget expenditures for transportation in the Bay Area,which affects the coordinated development of the Bay Area,and the tightening of spatial situation increases the pressure on ecological environment governance,this paper proposes a research approach to optimize the spatial distribution of public budget expenditures for transportation guided by balanced development and the ecological governance path of public budget expenditures for transportation guided by green development.The necessity of conducting research on the optimization of the spatial structure of transportation public budget expenditure in the following text was clarified through relevant data analysis.Chapter 4conducts a theoretical analysis of the spatial distribution of transportation public budget expenditures based on field theory,and empirically studies the spatial distribution of transportation public budget expenditures in the Bay Area;Aiming at the imbalance in the spatial distribution of public budget expenditures for transportation in the Bay Area and the phenomenon similar to the"Hu Huanyong Line",a PSO equilibrium horizontal optimization model and a vertical optimization model for the spatial distribution of public budget expenditures for transportation in the Bay Area are constructed to improve the imbalance in the spatial distribution of public budget expenditures for transportation in the Bay Area to varying degrees,and a balanced optimization strategy for public budget expenditures for transportation in the Bay Area is proposed.With a view to improving the structure and proportion of public budget expenditures for transportation in the Bay Area,and achieving the synergy between overall planning and balanced development of public budget expenditures for transportation in the Bay Area.Chapter 5 is based on the contribution of transportation public budget expenditure to ozone,comprehensively and collaboratively considering factors such as ozone,energy consumption,transportation public budget expenditure,and based on the spatial distribution of ozone concentration and transportation energy consumption rate in urban nodes in the Bay Area,using the D*algorithm to empirically analyze and optimize the ecological governance path of public budget expenditure for transportation in the Bay Area,and propose countermeasures and suggestions.with a view to achieving a comprehensive consideration of transportation development and emission reduction in the Bay Area,and forming a transportation spatial pattern that saves resources and protects the environment.Based on the previous analysis and research.Chapter 6 Based on the previous analysis and research,summarize the relevant conclusions on the optimization of the spatial structure of public budget expenditures for transportation in the Bay Area,and prospect the unresolved issues in this study,and propose future research directions.
