The construction of the Guangdong-Hong Kong-Macao Greater Bay Area city cluster can greatly promote the development of the tourism economy of the city cluster. In turn, the development of tourism can also feed back the construction of the Bay Area and play an irreplaceable role in enhancing the vitality of the city cluster and shaping the image of the city cluster. The construction of the Greater Bay Area not only brings new opportunities to regional tourism development, but also brings new problems and challenges.By intioducing the theory of city level, this paper constructs a reasonable index system to calculate the tourism development energy level index and scientifically evaluates the tourism development level of the Greater Bay Area. Also it uses gravity model to analyze the regional tourism relations. Then it proposes optimization suggestions for the existing problems of the tourism spatial structure. This paper analyzes the influence of tourism resource endowment, economic development level, tourism industry development, transportation infrastructure and government policy guidance on the spatial structure of tourism. This paper finds that the tourism development level of the Greater Bay Area city cluster is not strong on the whole, and the development of each city is uneven, which can be roughly divided into four levels, with a small number of high-level cities and a large number of middle and low-level cities. The tourism links in the Greater Bay Area cluster are still weak, and the leading role of tourism in core cities needs to be further strengthened. The Greater Bay Area has basically formed three tourism axes:Guangzhou-Foshan-Zhaoqing,Shenzhen-Hong Kong-Dongguan-Huizhou and Macao-Zhuhai-Zhongshan-Jiangmen.Aiming at the cities with different levels and axes, this paper further puts forward the optimization paths of levels, nodes and axes to improve the development level of tourism and optimize the spatial structure of the Greater Bay Area.
