Emergencies occur and develop rapidly and complexly,which cause huge economic losses and mental harm.If an inappropriate emergency plan is adopted,it may cause secondary events and trigger ripple effects,then cause more serious losses and bring society and individuals unquantizable damage,especially in the world of informationization and globalization.The rationality and effectiveness of emergency decision-making directly affect the effectiveness and efficiency of emergency treatment,so the research on emergency decision-making methods has received much attention.Due to the complexity,uncertainty,high risk and urgency,there are great uncertainty in emergency information.Meanwhile,numerous empirical studies have shown that decision-maker who is limited by professional knowledge and under tremendous pressure often exhibits some bounded rational psychological and behavioral characteristics,which directly affect the results of emergency decision-making.However,the traditional emergency decision theories and models are established on the theory of expected utility which has an assumption of complete rationality.It is difficult to meet the conditions of deterministic environment,accurate information and unbiased cognition in the emergency environment,therefore these emergency decision models are likely to lead to results which is unreasonable or inconsistent with the actual results.Therefore,according to the characteristics of emergency decision-making,this paper explores the emergency multi-attribute behavioral decision-making methods based on intuitionistic fuzzy sets by using the relevant theories and research results of behavioral decision-making.The main research work and conclusions are summarized as follows:(1)This paper studies the problem of deterministic emergency behavioral decision-making,and proposes deterministic emergency multi-attribute behavioral decision-making methods based on intuitionistic fuzzy sets.Though analyzing the typical behavioral characteristics appearing in the deterministic emergency decision-making scenarios,a new intuitionistic fuzzy behavioral score function is constructed to reflect the influence of these behavioral factors.this paper points out the irrationality of the axiomatization definition of intuitionistic fuzzy entropy and improves it.Then,a novel intuitionistic fuzzy entropy calculation formula is constructed and the method of determining comprehensive weights of the attributes is given.In addition,for the case where there is mixed information for the evaluation values of the plans,a conversion method of the mixed information and the intuitionistic fuzzy number is proposed.On the basis of the above research,this paper establishes a deterministic emergency multi-attribute behavioral decision-making method based on intuitionistic fuzzy sets and a corresponding method for mixed information.Finally,the feasibility and superiority of these proposed methods are demonstrated by actual examples and relevant results analysis.(2)This paper studies the problem of risky emergency behavioral decision-making,and proposes a risky emergency multi-attribute behavioral decision-making method based on intuitionistic fuzzy sets.The typical behavioral characteristics appearing under the risky emergency scenario are analyzed,and the problems of reference points,frame effects and state probability are elaborated.The method is proposed to determine the prospective reference point based on intuitionistic fuzzy expectation reference point.As to the probability of the future state of emergency,this paper put forward a new method based on evidence theory.Then,for the case where the attribute weight information is partially known and completely unknown,different optimization models are established to calculate the attribute weights.The deficiencies of the classical TOPSIS method are clarified,simultaneously,the behavioral TOPSIS sorting method is proposed to to reflect risk preference behavior in emergency decision-making.On the basis of the above research,this paper proposes a risky emergency multi-attribute behavioral decision-making method based on intuitionistic fuzzy sets.The feasibility of the proposed method is demonstrated by case calculation and result analysis,meanwhile the impact of the reference point on the decision result is verified.(3)This paper studies the problem of emergency group behavioral decision-making,and proposes a emergency group behavioral decision-making method based on intuitionistic fuzzy sets.By analyzing the typical group psychology and behavior that emerged during the decision-making process,this paper believes that different expert should give different weight under the same attribute.Subsequently,a method for comprehensive expert weights is constructed from conflict coefficient,evidence distance,and intuitionistic fuzzy entropy.In the fusion of intuitionistic fuzzy sets and evidence theory,a basis probability assignment function based on intuitionistic fuzzy sets and a novel evidence distance formula of intuitionistic fuzzy are constructed.In order to reflect the impact of risk preference behavior,a method for determining attribute weights considering behavior is proposed.This paper constructs a new formula for closeness calculation and extends the classical TOPSIS method to the field of intuitionistic fuzzy set.On the basis of the above research,this paper proposes a emergency group behavioral decision-making method based on intuitionistic fuzzy sets,and the feasibility and effectiveness of the proposed method is demonstrated by case calculation.
