In recent years, because of the social environment more and more complex, often lead to social emergencies, huge economic loss and bad social problems. Problems need to be considered in the decision-making process of this kind of events are more and more, the increase of experts in decision, attributes and goals will become the new hot spot, this kind of problem in the emergency decision belongs to a typical diversified Organization collaborative decision-making, involves the members, multi-agency experts in, due to the complexity of individual skill set, and the asymmetry of information and decision-making problem itself and fuzziness, so that in the decision-making process in the decision preference is inevitable conflict; at the same time in the process of empowerment exist very difficult to give consideration to the decision-making body and problems.At home and abroad, experts have been paid more attention to the traditional fuzzy sets decision-making to solve the emergency decision, while ignoring the intuitionistic fuzzy set. At the same time, most of the research is to use weighted similarity relation, it is difficult both the subjective and objective decision. Attribution on intuitionistic fuzzy entropy can partly reflect the decision on how to determine the attribute, so in this paper in order to both subjective and objective and fully reflect the decision preference, and timely correction of the weights associated construct a based on intuitionistic fuzzy entropy weight method. At the same time, due to the distortion of information, the fuzzy degree of new intuitionistic fuzzy weighted distance formula was proposed, on the basis of this, using sorting in approaching to ideal solution (TOPSIS) application of the emergency problems proposed a comprehensive weight sorting decision method.In addition, the sample’s objective is the main problem faced by TOPSIS. However, some of the multiple attribute decision making problem has the following defects:human disturbance, the limited number of samples, atypical distribution, decision making problems more difficult to solve. But in the case of less information, for those initial data is very small, easy to operate, easy to data mining problems, it need to use the theory of gray correlation analysis. When the decision is made, the gray correlation analysis is used to discover the relevant laws of the interior existence. Finally, the optimal decision is made by using the improved TOPSIS method. An improved TOPSIS method based on grey relational analysis theory is proposed.Finally, the dataset of experiment are used to test the usefulness of the algorithm.
