Food is an issue of national wealth and people’s livelihood,and food security is a critical pillar of national security.Since the establishment of the People’s Republic of China,the Chinese government has prioritized the resolution of the country’s food crisis.Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee has clearly outlined the new food security policy of securing China’s food security as the core priority,based on domestic realities,maintaining grain production capacity,allocating suitable food imports,and employing science and technology to promote food security.In addition,a new food security paradigm of fundamental self-sufficiency in grain and absolute security in rations was proposed.Grain production has had a great harvest for 18 years in a row,due to the state’s robust support.Grain output has topped 600 million tons for ten years in a row,beginning in2012.However,due to the insecurity of the international situation,the global food market is facing increasing risks;China’s domestic grain production is facing serious problems such as low resource carrying capacity,rising costs of grain production and grain output,stocks,and imports,putting China’s food security at risk.Furthermore,due to the characteristics of the grain industry and its public goods attributes,grain producers cannot solve the problems on their own,necessitating the government’s adoption of macro-control measures and the implementation of necessary financial support to solve the corresponding problems.Agricultural insurance provides unparalleled benefits as a national food support strategy in terms of risk protection and loss recovery.This paper situates agricultural insurance within the context of the national food support policy system,allowing us to examine the impact of agricultural insurance on food security as well as the differences between agricultural insurance and other food support policies horizontally,in order to better understand agricultural insurance’s overall food security.The function of the system will not be overstated or constricted,but will be studied using real-world situations,providing a theoretical reference for China’s current and future programs and services.Furthermore,in order to fulfill the aim of assuring food security,all nations are steadily upgrading the agricultural insurance system and boosting agricultural insurance support.Consequently,is the share of agricultural insurance subsidies in the state’s financial assistance for agriculture progressively growing,and will the growth in subsidies have an influence on farmers’ grain cultivation behavior? Is agricultural insurance useful in guaranteeing food security? Do alternative food programs(for example,direct agricultural subsidies,general service support initiatives,and so on)have a good influence on food security? The above-mentioned issues are all deserving of in-depth debate and investigation.This study examines the influence of agricultural insurance subsidies,agricultural insurance,and other food support policies on food security,based on the research backdrop and research topics outlined above.It should be highlighted that: first,the major emphasis of agricultural insurance subsidies is on the impact of its subsidy effect on food security;Second,agricultural insurance is primarily concerned with the influence of its security function on food security.This study answers the aforementioned issues primarily through three methods: relevant theoretical research,current situation analysis,and empirical testing.Based on the perspectives of various food support policies,this paper investigates the impact of agricultural insurance on food security,providing a theoretical reference for current and future national food support policy reform,and laying the groundwork for the development of a food support policy system.This paper’s research effort primarily focuses on the following aspects: Firstly,this paper establishes a theoretical foundation and indicates the direction for this paper by combining and summarizing relevant research on agricultural insurance on food security at home and abroad,relevant research on food security by other food support policies,and the influencing factors and food security evaluation methods.Secondly,after summarizing the problem of agricultural insurance market failure and the theoretical basis of national food security guarantees,this paper analyzes the mechanism of agricultural insurance subsidies,agricultural insurance,and other food support policies affecting food security,and attempts to compare and analyze the impact of agricultural insurance subsidies and agricultural direct subsidies on food security by developing theoretical models and simulations.This research may be stated to be innovative,whether it is the result of developing a model or parameter simulation,and it will also have some reference relevance for scholars and government.Thirdly,in order to improve food security,this study studies and discusses agricultural insurance affecting current situation of food security in China.(1)The overall situation and challenges of food security in China are analyzed.(2)Based on agricultural insurance premium subsidy policy papers and the amount of agricultural insurance premium subsidies supplied by the state,the proportion in the agricultural support system,and the scale of grain premium subsidies,the important research topics are selected and defined.(3)explain and assess the current state of many food aid initiatives.Fourthly,this study examines the unique practices of the United States,Japan,Canada,and India on food security challenges,based on an examination of China’s practice.It serves as a model for China’s agriculture insurance policy and grain support policy system.According to the findings of the research,in order to secure national food security,all nations should implement agricultural insurance and consistently raise their support for it.Price support policies,agricultural direct subsidies,and other food support policies of relevant nations should be updated on a timely basis in accordance with their domestic food circumstances,WTO regulations,or market-oriented orientation.Agricultural infrastructure development,research and development,and the promotion of agricultural science and technology in general service support efforts are all highly valued by countries throughout the world.Fifthly,based on the theoretical analysis of agricultural insurance subsidies,agricultural insurance,and other grain support policies,this paper empirically tests the theoretical analysis of agricultural insurance subsidies,agricultural insurance,and other grain support policies using macro-provincial panel data,primarily using fixed effects models,systematic GMM models,and intermediary effects models.1.An empirical study of the influence of crop insurance subsidies on food security is conducted.Crop insurance subsidies,according to the benchmark regression results and partition regression,have increased grain yield and overall grain production.Then,examine the impact of direct subsidies on agricultural food security.This article confirms the theoretical model’s findings: agricultural insurance subsidies have a greater impact on food security than direct agricultural subsidies.Furthermore,agricultural infrastructure does increase the level of food production,and the scale of food cultivation plays a significant positive mediating role in the impact of agricultural infrastructure on food security;and the level of agricultural mechanization plays a mediating role in the impact of direct agricultural subsidies on food security.2.Because the preceding is dependent on explanatory factors such as grain yield or total grain production.Food production or yield,however,is only one aspect of food security,which also includes food affordability,availability,stability,sustainability,and government aid.To that purpose,this study develops the general and narrow food security indexes are used to investigate the influence of agricultural insurance security level on food security.Whether utilizing fixed-effect regression or the instrumental variable GMM technique(abbreviated "IV+GMM.").Both demonstrate that the degree of crop insurance coverage has a major beneficial impact on food security.Simultaneously,the regression results of agricultural insurance on the generalized food security index are studied by zoning on the basis of grain production functional zones categorization(this paper pays more attention to the results of the impact of the generalized food security index with many factors).Finally,the article presents policy recommendations based on a review of agricultural insurance plans and other food aid measures in China and abroad.Among these include enhancing agricultural insurance subsidy policy,growing agricultural insurance support,reforming and improving price support policy,and optimizing agricultural direct subsidy policy.The proposals that follow provide theoretical background and significance for China’s current and future food aid policy decisions. |
