| Hong Fan eight politics,food is the first.At present,the supply of food and other important agricultural products in China is facing the severe impact of the complex situation at home and abroad and the global epidemic,so it is of great significance to ensure food security.To this end,the Fifth Plenary Session of the 19 th CPC Central Committee stressed the need to give prominence to ensuring the safety of grain,oil and other important agricultural products.As an important means and effective tool to disperse agricultural production and operation risks,agricultural insurance has important practical significance for dispersing agricultural production and operation risks and ensuring food security.All along,in order to effectively play the role of agricultural insurance,the state has constantly improved the system design around the key areas of agricultural insurance.Among them,the No.1 central document for 19 years in 2004-2022 years has clearly directed the direction of agricultural insurance development,and has given a series of policy initiatives.The policy of agricultural insurance system from 2002,and the implementation of fiscal subsidy policy in 2007,are the core driving force for the rapid development of agricultural insurance.According to the preliminary data of the national agricultural insurance data information system,the premium income of national agricultural insurance in 2021 was as high as 96.518 billion yuan,with a year-on-year increase of 18.4%,providing a total of 4.78 trillion yuan of risk protection for 188 million secondary farmers in China.The role of agricultural insurance in promoting food security has become increasingly prominent.Among them,the proportion of subsidies given by governments at all levels accounts for about 80% of China’s agricultural insurance premium income,and some regions can even reach more than 90%.Further research found that in the process of rapid development,China’s agricultural insurance has exposed some practical problems,such as imperfect financial subsidy mechanism,incomplete subsidy,weak subsidy effect,low subsidy efficiency and so on,which will have an impact on the effect of agricultural insurance to ensure food security.However,at present,both theoretical circles and practical fields still pay insufficient attention to this problem,and there are still few outstanding achievements,which need to be supplemented by relevant research.Based on the relevant data of China’s agricultural production from 2013 to 2019,this paper constructs a double difference model,and empirically tests the impact of China’s agricultural insurance financial subsidy policy on China’s food security by taking the revised version of China’s agricultural insurance regulations issued in 2016 as the policy impact year.Take China’s grain output and farmers’ disposable income as the main explanatory variables,and control the influence of agricultural production variables such as the total power of agricultural machinery and the use of agricultural chemical fertilizer.Through the research,we find that the performance of agricultural insurance financial subsidies has a significant positive correlation with China’s food production,which can well ensure China’s food security,but it has insufficient influence on rural per capita disposable income.At the same time,we find that there is also a significant positive correlation between China’s agricultural insurance financial subsidy policy and China’s total agricultural output value and the total output value of the primary industry,which shows that the implementation of agricultural insurance financial subsidy policy also plays an effective role in promoting the development of China’s agricultural modernization.There is an obvious positive correlation between the implementation of agricultural insurance financial subsidy policy and the total power of agricultural machinery and the use of agricultural chemical fertilizer in China’s agricultural production,which is also conducive to the improvement of China’s grain output and the development of agricultural science and technology. |
