| Poverty is a common economic and social phenomenon in the human world.Both developed and developing countries are facing the problem of poverty.In China,the issue of poverty has always been the focus of the Party and the government.In order to effectively solve this problem,China has continuously intensified the implementation of anti-poverty measures,especially the "targeted poverty alleviation" policy implemented since the 18 th National Congress of the Communist Party of China,which has significantly reduced the number of rural poor people and achieved the goal of lifting all rural poor people out of poverty by 2020.However,While the problem of absolute poverty in rural areas has been historically eliminated,the problem of poverty in cities has become increasingly prominent.Compared with the absolute poverty in rural areas caused by underdeveloped productivity,the current urban poverty is more reflected in the relative poverty caused by unbalanced development.This kind of poverty is more complex,and the harm caused by it is greater,not only will hinder the process of urbanization in China,but may also induce a series of social problems such as robbery,fights,and drug trafficking,posing a serious threat to the harmony and stability of our society.Therefore,it is of great significance to study the urban poverty and anti-poverty in China.With the historical solution of absolute poverty after 2020 as the background and the urban poverty problem in China as the research object,this paper adopts the literature analysis method,comparative r difficulties esearch method,interdisciplinary research method and a combination of quantitative and qualitative research methods.By drawing on the existing research results at home and abroad,This paper deeply analyzes the present situation and causes of urban poverty in China,and the practice of urban anti-poverty in China and the realistic we are facing.On this basis,it puts forward the optimization measures of anti-poverty in Chinese cities.This thesis is divided into seven parts,the main content and views are as follows:The first part is the introduction part of the thesis.As a quotation for the entire thesis,the introduction clearly introduces the background and research significance of this thesis.Based on the research literature on urban poverty issues at home and abroad,it explains the main concepts and theoretical tools involved in this thesis.Established the research content and methods of the thesis,and pointed out the innovation and shortcomings of the thesis,thus laying the relevant theoretical foundation for the research of the whole thesis.The second part is the first chapter of the thesis.In the first chapter,it mainly examines the present situation of urban poverty in my country.According to the comprehensive measurement of the current urban poverty measurement standards in China,the urban poverty groups in my country at the emergence stage are mainly the "three noes",laid-off and unemployed workers and retirees,working low-income people,migrant workers in cities,newly unemployed groups,and Poverty groups caused by various special reasons.These poor groups are backward in both material and non-material life.Urban poverty has become a realistic problem,showing new characteristics such as spatial agglomeration,regional and industry,intergenerational transmission and long-term nature,which has seriously affected the social development of our country and the physical and mental health of the poor groups.The third part is the second chapter of the thesis.The second chapter mainly introduces the reasons for the formation of urban poverty in China.Urban poverty not only refers to low income,but also includes the lack of rights and ability,etc.,which indicates that the cause of urban poverty is not a single factor,but the result of the interaction between macro-economic and institutional factors and micro-factors at family and individual levels.The macro-level factors mainly include economic system reform and industrial structure adjustment,the advancement of urbanization,and the reform of income distribution system,employment system,social security system,household registration system and so on.The micro-level factors mainly refers to the larger population and employment in the family,lack of social capital,low quality of human capital,and insufficient motivation for poverty alleviation.The fourth part is the third chapter of the thesis.The third chapter mainly introduces the urban anti-poverty practice carried out by our country after the emergence of the urban poverty problem,as well as the achievements and the practical difficulties faced.After the urban poverty problem became a prominent social problem,the government took a lot of measures to solve the urban poverty problem,including the establishment of the minimum living security system,the implementation of reemployment projects and so on.The implementation of urban anti-poverty measures has effectively alleviated the problem of absolute poverty in Chinese cities.The number of absolute poor people in cities has been greatly reduced,and their quality of life and employment skills have also been greatly improved.However,while some achievements have been made in China’s urban anti-poverty work,there are still some practical dilemmas,such as the prominent problem of relative poverty,the unchangeable trend of intergenerational transfer,and the serious problem of returning to poverty.The fifth part is the fourth chapter of the thesis.This chapter mainly introduces the poverty problems of some typical foreign cities and their solutions,including the developed countries such as the United States,the United Kingdom and Japan,as well as the developing countries such as India and Brazil,in order to provide some experience and inspiration for China to solve the urban poverty problems.The sixth part is the fifth chapter of the thesis.This chapter mainly introduces the current stage of China’s urban anti-poverty optimization measures,mainly starting from the macro and micro levels.At the macro level,we should continue to promote the optimization and upgrading of China’s economic structure in combination with the new era background,and establish a long-term mechanism to solve the problem of urban poverty through institutional construction.At the same time,we should also build a government-led poverty alleviation pattern with multiple kinetic forces.At the micro level,it is necessary to pay attention to the ability improvement of the urban poor groups,and improve the feasible ability of the poor groups by changing their ideas and paying attention to the investment of social capital and human capital,which is the key to effectively solve the problem of urban poverty.The seventh part is the conclusion of the thesis.This part mainly summarizes the main content of this article and draws basic conclusions about urban poverty: urban poverty problem is not only an economic phenomenon,but a comprehensive problem;The essence of urban poverty problem is the lack of social rights;The solution of urban poverty problem will be a long-term historical process.At the same time,the paper also explores the future research direction of urban poverty in China. |
