| Ever since the 1990s,Zhejiang has developed a distinctive development path of agriculture industrialization that matches the unique characteristic of Zhejiang,based on its learning of advanced experiences of domestic and international agriculture industrialization development,its first-mover advantage as a result of system reform and diligent and practical people,which has enhanced the integrated strength of agriculture.However,during the process of developing agriculture industrialization,problems arise with regard to large population with limited land in Zhejiang,bottleneck effect of resources factor and narrow market range.In order to deal with the resources factor restriction,take full advantage of inand out of-province resources,adjust agriculture structure strategy and increase harvest and prosperity of farmers,it would be essential for Zhejiang to actively implement agriculture cross-regional operation strategy.Therefore,a systematic study on the driving mechanism,selection of dominant industries,regional distribution and operational organization modes will provide strong theoretical significance and great practical value for sustainability of agriculture development in Zhejiang.Based on the literature review and evaluation of relevant theories and research findings of domestic and international research on agriculture regional development,the author adopts comparative advantage theory,location theory and industry chain theory to systematically study the agriculture cross-regional operation activities in Zhejiang and provide recommendations for policies and regulations of agriculture cross-regional operation development.The recommendation is based on the current situation of agriculture cross-regional operation development in Zhejiang and the experiences of domestic and international agriculture cross-regional development.In this study,the author adopts a combination of normative and positive research methodologies and systematically studies the motives of agriculture cross-regional operation in Zhejiang,the selection of dominant industries,industry region distribution and operational organization modes.The content of the study includes the following parts.In Part 1,the author states the background of topic selection,purpose and significance of the study,reviews and evaluates the findings of domestic and international agriculture cross-regional operation research and elucidates the design,methodology and innovativeness of this study.In Part 2,the author defines cross-regional operation and agriculture operation activities,states the theoretical background of the study,and the experience and revelation of domestic and international agriculture cross-regional operation.In part 3,the author adopts a combination of survey questionnaire and interviews,analyzes the current development situation of agriculture cross-regional operation in Zhejiang,reviews the three stages of agriculture cross-regional development in Zhejiang and analyzes the problems and restraining factors of agriculture cross-regional operation in Zhejiang.In part 4,the author adopts factor analysis to explore the motive of agriculture cross-regional operation in Zhejiang based on the perspective of region,industry and firm.In part 5,the author establishes the index system of Zhejiang agriculture cross-regional dominant industry evaluation,distinguishes the dominant industry of Zhejiang agriculture cross-regional operation using analytic hierarchy process,and proposes the development strategy of each cross-regional industry.In part 6,based on the integrated analysis of locational factor that influences agriculture cross-regional operation,the author determines the major location modes of agriculture cross-regional operation in Zhejiang using analytic hierarchy process.In part 7,from the perspective of integrated industry chain,the author analyses the principles and standards of organization modes of agriculture cross-regional operation and proposes the organization modes of cross-regional operation.In part 8,the author provides recommendations for development policies regarding agriculture cross-regional operation activitiesThe findings of the study as follows:(1)Agriculture cross-regional operation is an essential way to solve the bottleneck problems and to achieve sustainability for agriculture development in Zhejiang.(2)Zhejiang must select appropriate dominant industries in order to implement agriculture cross-regional operation.From the integrated analysis and evaluation,bamboo shoots,aquiculture,fruits,vegetables and livestock-raising could be adopted as the dominant industries for domestic cross-regional operation;vegetables,aquiculture,tea and bamboo shoots could be adopted as the dominant industries for overseas cross-regional operation.(3)The selection of Zhejiang agriculture cross-regional operation location could adopt market oriented location mode,natural resource and labor oriented location mode.(4)The organization modes for agriculture cross-regional operation in Zhejiang could be horizontal integration,vertical integration and cross-functional integration.(5)It is essential for the government to reinforce its role of strengthening management and service work in order to create a favorable environment of agriculture cross-regional operation.It is also significant to actively foster the dominant industries,select the appropriate locations and optimize the organization modes for cross-regional operation. |
