The reform of vocational education certificate system is an important breakthrough to enhance the adaptability of vocational education.As an active element of vocational education certificate system,China’s vocational qualification accreditation organizations shoulder the mission of promoting the in-depth development of system reform.However,for a long time,China’s vocational qualification accreditation organizations rely on the authority of the government,there has been a system gap between the tradition and the current demand for accelerating organizational change,resulting in the chaos of organizational construction.The premise of organization building is to understand the organization itself,to clarify who the organization body is,why it exists,what function positioning and function realization mechanism is.Therefore,this study defines the basic problem as "what kind of organizational body can become our country’s vocational qualification accreditation organization." Focusing on the research issues,this research adheres to the dialectical logic from concrete to abstract,and then from abstract to concrete,taking the role formed by the organization to meet the needs of different practices as the main line,drawing on the analysis methodology of the value network,under the guidance of functional theory,role theory,collective action theory,and the related academic of vocational qualification accreditation.Based on that,this study comprehensively use the method of literature,interview survey,and field inspection to explore the origin of China’s vocational qualification accreditation organization,to construct a theoretical model to understand it,and to clarify the operational mechanism of its existence and development.To extend the research idea from the specific empirical facts to the overall theoretical framework and then the specific theoretical reduction,the main contents and conclusions of this study are as follows:Part One is to explore the origin of the existence of China’s vocational qualification accreditation organizations.Through retrospect the relevant experience and facts,the traditional organizational form similar to it can be divided into three forms,that is the guild form,the government form,and the assessment intermediary organization form.They are embedded in the skill formation system and arise from the interconnection of the needs of both the supply and demand of skills.They are based on the evaluation of individual occupational capabilities.This feature laid the foundation for grasping the existence and development rules of China’s vocational qualification accreditation organizations.However,due to the value proposition of resource acquisition,the value orientation of pursuing self-interest,and the realization of task-oriented value,they have produced practical problems such as unclear organizational role boundaries,awkward role positioning,and chaotic role realization.A comprehensive review of practical problems has prompted the theoretical consciousness of the study of China’s vocational qualification accreditation organizations.Part Two is to construct and understand the analysis structure and content elements of China’s vocational qualification accreditation organizations.The reason why it exists is because the actions of their organizational subjects have the value to satisfy specific interests.According to the category of the value of occupational qualification certification,it can be divided into normative category to maintain the authority of the national system,the relationship category to improve the cooperation between the skills supply and demand sides,the process category to provide a vocational skill level evaluation.The three values ??prefabricated the three major attributes of the organization,including the publicity of responsibility,the intermediary of status,and the vocationalism of operation.Based on the organizational attributes,and the theoretical principles of "structuring by function","empowering responsibilities by role",and "promising value promise",an understanding of the structure of China’s vocational qualification certification organization composed of three roles is established,including: the dimension of the national system norms,as the manifestation of the national will;the dimension of the relationship between the subjects,as the link between the supply and demand of skills;the dimension of the process of the interaction between the subject and the object,as the producer of vocational qualification information.Corresponding to the three structures,according to the type of value creation practice rationality,clearly grasp the content scale of the organizational structure of vocational qualification certification,including: the public value maintenance of the legitimacy protocol,the supply and demand intermediary support of the rationality protocol,and the organization profession of the validity protocol Sexually generated.On this basis,based on the value network analysis method,establish the value creation elements of grasping each type of organizational role,including the value proposition of the role’s self-cognition,the value positioning of the role’s social expectations,and the value realization of the role’s behavior model.Therefore,the structure established by the role of pre-made value creation significance and the content scale established by the organized value creation process together constitute an integrated analytical framework for understanding China’s vocational qualification certification organizations.Part Three is to clarify the operation mechanism of the existence and development of China’s vocational qualification accreditation organizations.The details include: first,in the field of social system,the state’s relevant will in the construction of the vocational qualification certificate system is the public foundation on which the vocational qualification accreditation organizations in China depend on the existence and development.It regulates the organization’s structure in the structural dimension.The role of the executor of operational rights and responsibilities and national will.Taking that,the value proposition of the national will to pass on the construction of the vocational qualification activities of vocational qualification accreditation organizations include: the value proposition is to communicate the willingness of both skills supply and demand,the value positioning is to satisfy the multiple interests of both skills supply and demand,and the realization of the value is to integrate the order of skill supply and demand.Third,in the field of vocational qualification information production,the specification and technical application of vocational qualification information production is the core of the existence and development of it,which regulates the organization’s vocational generation process and the vocational actors in the process dimension.Taking that,the vocational qualification accreditation organization,as a rational structure to achieve the work goals,is a work unit with formal rules and target system.It is directed by objective and scientific and effective production of vocational qualification information.The value goal of the project is confirmed by the corresponding technology and procedures and certain guarantee conditions.Specifically,it includes:the value proposition of objectively reflecting the occupational qualification information,value positioning of scientifically produced occupational qualification information,and value realization of effective supply of occupational qualification information.The value proposition of the role self-concept,the value positioning of the role social expectations,and the value realization of the role behavior model,these three interrelated elements constitute a value production system,which reveals that China ’s vocational qualification accreditation organization as an embodiment of the national will,as the specific meaning of the trinity of the connection between the skill supply and demand and the vocational actor as the vocational qualification information production is conducive to responding to the problems arising from the evolution of the current traditional organizational form to the ideal form.
