Research On The Collaborative Training Mechanism Of Competitive Sports Reserve Talents Under The New National Syste

In 2020,the Fifth Plenary Session of the 19th CPC Central Committee further proposed to "perfect the new state-run system under the conditions of socialist market economy".As an important component of the construction of China’s modern sports power,the training of reserve talents in competitive sports urgently needs the theoretical and practical support of the new state-run system for system and mechanism innovation,system reconstruction and development transformation.In the practical exploration of transforming institutional advantages into development efficiency,an important question is how to present the appropriate mechanism to realize the institutional advantages of the new state-run system.How to build a new mechanism for the coordinated development of reserve talents under the institutional framework of the new state-run system is a major issue to be solved under the background of China’s modern sports power.Guided by the new state-owned system,which is a highly summarized and generalized theory and practical experience of government-market relationship with Chinese characteristics,the research comprehensively uses the theoretical framework of system theory,synergy theory and evolutionary game theory,as well as the research methods of literature data method,data envelopment analysis method,system dynamics method,evolutionary game analysis method and quantitative analysis method.According to the research main line of "why synergy--what is synergy--how synergy occurs--how synergy operates--how synergy is promoted",the research is carried out.The main conclusions are as follows:(1)Based on the historical retrospect and realistic investigation of the cultivation of reserve talents under the nationwide system,the induction of practical experience in the cultivation of reserve talents in international competitive sports,and the transformation and upgrading trend of the coordinated development of the cultivation of reserve talents in our country under the background of the new nationwide system,It is believed that the inevitable requirements of the Chinese style of modern sports power,the realistic needs to break the difficulties of the traditional national system and the law direction of international reserve talent training are the fundamental motivations for the coordinated development and transformation of competitive sports reserve talent training under the new national system.(2)Based on the systematic analysis of reserve talent training,as well as the connotation and characteristics of the coordinated development of the reserve talent training system under the new nationwide system,the mechanism of its coordinated development is divided into the synergistic driving mechanism of how the synergistic interaction between subsystems at the front-end level is generated.At the middle level,the subsystems and their actors make strategic games on the cooperative interaction between each other and affect the cooperative operation mechanism of the overall operation process of the system,and how the cooperative interaction between the subsystems at the end level is concretely promoted in practice.Therefore,the subsequent research is divided into evolutionary dynamic mechanism,evolutionary game mechanism and realistic promotion mechanism.(3)On the basis of clarifying the evolutional dynamic conditions of competition and collaboration,the order parameter mechanism of the new national system and the evolutional dynamic structure of the new national system,a dynamic mechanism model of the coordinated development of reserve talent training under the new national system is constructed.The empirical research results of system modeling and simulation show that:under the premise of breaking the single administrative body of sports system,it is necessary to use administrative means such as top-level design,policy supply and financial support to build the government coordination mechanism of moderate government intervention;In the key areas and links where the market can play a full role,such as sports events,sports training,sports services,and sports venues,a market activation mechanism should be built around the construction of a market system,the cultivation of market players,and the strengthening of market competition.On the basis of balancing the relationship between "government" and"market",it is necessary to build a social promotion mechanism by innovating the governance mechanism of sports social organizations,cultivating multiple sports social organizations,and building an intermediary network of sports social organizations.(4)Based on the logical relationship of the evolution game of multiple training subjects under the new nationwide system,the evolutionary game model of multiple subjects under the role of government,the role of market and the dual role of government and market is constructed respectively.The results of model construction and numerical simulation show that:only when the collaborative development environment is optimized enough,the synergy effect plays a good role,that is,the substantial role of the government is strong enough,the training subjects will adopt the substantive collaborative development strategy,and should focus on improving the concept identification mechanism,organization and coordination mechanism,resource sharing mechanism and effect evaluation mechanism.The strategic choice of substantive cooperation among multiple subjects is closely related to factors such as cooperative cost,communication degree,overall income and income distribution,and the government must be involved as an important role.Efforts should be made to build joint action mechanism,interest integration mechanism,consultation and interaction mechanism,responsibility investigation mechanism and incentive supervision mechanism.(5)Based on the previous research conclusions,the practical promotion mechanism of reserve personnel training and coordinated development under the new nationwide system is divided into three aspects:power mechanism,operation mechanism and guarantee mechanism.Starting from the government coordination mechanism,the market activation mechanism and the social promotion mechanism,the driving mechanism and its construction are clarified.Starting from the formation link of collaborative decision-making(concept identification mechanism,organization and coordination mechanism,resource sharing mechanism),the implementation link of collaborative decision-making(joint action mechanism,interest integration mechanism,consultation and interaction mechanism)and the output link of synergy effect(effect evaluation mechanism,responsibility investigation mechanism,incentive and supervision mechanism),the operation mechanism and the construction principle are clarified.Starting from the system guarantee,organization guarantee and system guarantee,the guarantee mechanism and the rational way of its construction are clarified.
