China’s economy has entered a stage of high-quality development.To enhance China’s comprehensive national power and international competitiveness,it is essential to deepen the innovation-driven development strategy and complete the transformation of the motive force for social development.As an industry with intensive innovation elements,high-tech industry is an important support for improving the level of innovation,and it is also a crucial breakthrough for propelling high-quality economic development.The agglomeration effect of cluster economy plays an important role in improving the innovation level of high-tech industries.The agglomeration effect will directly boost innovation,and also its spillover effect will indirectly affect regional innovation level.Although the development of high-tech industries has grown rapidly in recent years,the innovation level still lags behind that of developed countries,and there are significant differences between regions.In view of this,the research on the relationship between industrial agglomeration,talent agglomeration and innovation efficiency are of great significance for the innovation and development of China’s high-tech industry.Firstly,based on the literature at home and abroad,this dissertation sorts out the interaction mechanism and spatial spillover effect between high-tech industrial agglomeration and talent agglomeration,high-tech industrial agglomeration and innovation efficiency,talent agglomeration and innovation efficiency.Secondly,the location entropy index and superefficiency DEA model are used to calculate the high-tech industry agglomeration,talent agglomeration level and innovation efficiency of 29 provinces and cities in China’s mainland(excluding Qinghai and Tibet)from 2010 to 2018,and the above calculation results are analyzed in combination with Arc GIS geographical map.Finally,based on the spatial simultaneous equation model,this dissertation studies the relationship between high-tech industrial agglomeration,talent agglomeration and innovation efficiency,as well as the spatial spillover effect,and the national sample is chopped into three regions in the eastern,central and western regions for comparison.Based on the above analysis,four main conclusions are drawn:(1)The overall layout of China’s high-tech industry agglomeration level and talent agglomeration level is that the east takes the lead,the central takes the second place and the west is weak.(2)For innovation efficiency,there are obvious differences among provinces and cities.The top five provinces and cities are Henan,Beijing,Guangdong,Chongqing and Xinjiang,which have reached the effective state,while the other provinces and cities have not reached the effective state.Some eastern provinces rank lower,such as Hebei,Fujian.(3)From the national level,there are significant interaction influence and spatial spillover effect among high-tech industrial agglomeration,talent agglomeration and innovation efficiency.It is shown that there is a mutual promotion between high-tech industry agglomeration and talent agglomeration,high-tech industry agglomeration and innovation efficiency,and there is an interactive negative effect between talent agglomeration and innovation efficiency.Industrial agglomeration in adjacent areas will significantly promote the development of industrial agglomeration in the region,while talent agglomeration is the opposite,but it will promote the progress of innovation efficiency in the region.Innovation efficiency has a significant positive spillover effect,which will promote the level of local talent agglomeration,but will inhibit local industries agglomeration.(4)The sub-regional research shows that there are striking distinctions in the interaction among high-tech industrial agglomeration,talent agglomeration and innovation efficiency in the eastern,central and western regions.High-tech industry agglomeration,talent agglomeration,and innovation efficiency in adjacent areas have spatial heterogeneity in the degree and direction of local influence,which means that it is manifested in a more significant spatial spillover effect in the eastern and central areas.However,for the west,there is no broad spatial spillover effect.On the basic of foregoing,this dissertation gives relevant solutions and suggestions from the aspects of strengthening the level of independent innovation to promote the effective allocation of factors and the coordinated development between regions,so as to move up the innovative development of high-tech industry. |
