The modernization and development of ethnic regions is an important prerequisite for ensuring that ethnic regions create and share the fruits of socialist development and further forge a sense of Chinese national community.Industry-education integration can provide new momentum for the modernization and high-quality development of ethnic regions.Our national industry-education integration system has gone through five stages of exploration,restoration,budding,establishment and prosperity,forming an all-round deep integration in form,expanding to the entire education system in scope,developing into a core system in cognition,and moving towards precision in application,with increasingly multiple school subjects,constantly innovated practice platforms,and gradually improved institutional guarantee.Due to the influence of subjective and objective factors,education in ethnic regions in China is still relatively backward while achieving fruitful results,and the tourism industry has many drawbacks while developing rapidly.Although the integration practice between education and tourism industry in ethnic regions is increasing,the phenomenon of poor integration generally appears.In order to achieve high quality integration of education and tourism industry in ethnic regions and to reach the ideal state of high level of coupling and coordination,this study explores the level of coupled and coordinated development of education and tourism industry in ethnic regions,taking“Three Prefectures” of Guizhou Province as examples.Main research contents include: first,clarify the background of our national industry-education integration system,and specify the theoretical basis and analytical framework for the coupled and coordinated development of education and tourism industry in ethnic regions.Second,construct an index system for the development of education and tourism industry in ethnic regions.Third,measure the correlation between education development and tourism industry development and the level of coupled and coordinated development of education and tourism industry in "Three Prefectures" of Guizhou Province.Fourth,combining the measurement results,analyze the influencing factors of the coupled and coordinated development of education and tourism industry in ethnic regions,and propose measures and suggestions accordingly.The hypotheses include: first,there is a positive relationship between education development and tourism industry development in “Three Prefectures” of Guizhou Province.Second,the level of coupled and coordinated development of education and tourism industry in “Three Prefectures” of Guizhou Province is low.Third,there is regional heterogeneity in the level of coupled and coordinated development of education and tourism industry in “Three Prefectures” of Guizhou Province.Fourth,the development of education and tourism industry in “Three Prefectures” of Guizhou Province is not synchronized.Fifth,education structure,governance model,institutional guarantee,subject roles,and resource conditions are important factors affecting the level of coupled and coordinated development of education and tourism industry in ethnic regions.Research methods include: first,based on industrial agglomeration theory,human capital theory,triple helix theory and multi co-governance theory,construct a two-dimensional analytical framework for the coupled and coordinated development level of education and tourism industry in ethnic regions.Second,use literature research method,field survey method,econometric research method and case study method,and construct an index system for education and an index system for tourism industry in ethnic regions from four elements of scale,quality,input,and output.Third,analyze the sample data and cases of “Three Prefectures” of Guizhou Province by using models such as entropy weight method and coupling coordination degree model.Fourth,analyze the factors influencing the level of coupled and coordinated development of education and tourism industry in ethnic regions at the levels of education structure,governance model,institutional guarantee,subject roles and resource conditions.The following conclusions are obtained: first,there is a significant positive correlation between education development and tourism industry development in “Three Prefectures” of Guizhou Province in general,but not all the elements of education and tourism industry have a significant positive correlation,and two elements of tourism industry,scale,and input,are not significantly correlated with the education system.Second,the level of coupled and coordinated development of education and tourism industry in “Three Prefectures” of Guizhou Province is low.Specifically,Qiandongnan Prefecture is generally at a low level of coupled and coordinated development,Qianxinan Prefecture is generally at a very low level of coupled and coordinated development,and Qiannan Prefecture is still at a low level of coupled and coordinated development for most of the period but reached a medium level of coupled and coordinated development in 2019.Third,there is regional heterogeneity in the level of coupled and coordinated development of education and tourism industry in “Three Prefectures” of Guizhou Province.Regional heterogeneity exists between education and tourism industry in terms of their respective development quality,growth rate,and development stability,and the coupled and coordinated development levels of education and tourism industry are,in descending order,Qiannan,Qiandongnan,and Qianxinan Prefectures.Fourth,the level of synchronous development of education and tourism industry in “Three Prefectures” of Guizhou Province is low.Specifically,Qiandongnan Prefecture is generally lagging in education,Qianxinan Prefecture is generally lagging in education,and Qiannan Prefecture is generally lagging in tourism industry.Moreover,the period of synchronous development of education and tourism industry is also the period of high level of coupled and coordinated development,and vice versa.Further analysis revealed that,the factors influencing the level of coupled and coordinated development of education and tourism industry in ethnic regions include: first,in terms of education structure,the layout,level,type,and major structure of education will affect the level of coupled and coordinated development of education and tourism industry,mainly in terms of quantity and quality of talent supply.Second,in terms of governance model,it is difficult to enhance the level of coupled and coordinated development of education and tourism industry in ethnic regions by a single government administrative promotion or independent promotion of schools or conscious participation of enterprises,and insufficient innovation in the governance model of industryeducation integration restricts the enhancement of the level of coupled and coordinated development of education and tourism industry in ethnic regions.Third,in terms of institutional guarantee,the institutional guarantee of industry-education integration is the main external environmental factor for the coupled and coordinated development of education and tourism industry in ethnic regions,which is also the main measure to solve the problem of industry-education “combined but not integrated”and to stimulate the motivation of government,schools,enterprises and other subjects,but the current insufficient institutional guarantee of government departments below the provincial level is not conducive to the enhancement of the level of coupled and coordinated development of education and tourism industry in ethnic regions.Fourth,in terms of subject roles,the effective collaboration of multiple subjects can break the current problems,such as “combined but not deep” in industryeducation integration and “school active enterprise passive” in school-enterprise cooperation and can enhance the level of the coupled and coordinated development of education and tourism industry in ethnic regions.The motivation of subject collaboration comes from the common goal of multiple subjects and the full protection of each subject’s rights and interests.Fifth,in terms of resource conditions,the increase in the level of teachers and education funding will indirectly affect the level of coupled and coordinated development of education and tourism industry through the impact on the quality and level of education development,providing resources for the action of multiple subjects.In order to enhance the coupled and coordinated development of education and tourism industry in ethnic regions,the following measures and suggestions are proposed: first,optimize the structure of education,dovetail with the diversified needs of tourism industry.Second,promote multi cogovernance,innovate collaborative governance model of multiple subjects.Third,improve the institutional system,clarify the rights and responsibilities of subjects and the protection of their rights and interests.Fourth,strengthen the status of subjects,give full play to the advantages of dual subjects of schools and enterprises.Fifth,promote the integration of resources,realize the concentration and complementarity of advantageous resources. |
