| Preschool education has the direct bearing on the healthy growth of billions of children,the social stability and harmony and the sustainable development of Chinese Party and Nation.However,the complex and diversified physical geographic environments,the deep-rooted urban-rural dual structure and the practical difference of politics,economy and culture formed in its evolution process cause preschool education to face huge practical difference in the development process.The“13thFive Plan”for The Development of National Education Cause clearly points out the problems faced by preschool education in our country,including imbalanced and inconsistent development of preschool education,large gap between rural and urban areas in preschool education,insufficient total quantity of high-quality education resources and unreasonable distribution,non-adaptation of teaching staff quality and structure to the new requirement of quality enhancement and fairness promotion;weak vitality in schooling,imperfect legal systems and policy systems to promote and standardize the social powers to participate in the preschool education and imperfect governance and evaluation mechanism for multiple parties to participate in preschool education,which have become the prominent weaknesses of the whole national education system.Therefore,the preschool education development objective of our country in the new era is to promote its popularization,inclusiveness,security and high-quality development largely,establish the preschool education public service system which covers the rural and urban areas with reasonable distribution,and meet with the good desire of the public on preschool education.Preschool education in the county,as the directest,most independent and most basic function and management unit to carry out the national preschool education policy,is the important component in the development process of preschool education of our country and is the important node to affect and restrict the development of preschool education of our country.Since 2010,the preschool education in the counties of our country has improved a lot under the support of national policy,however,the preschool education security and quality still faces practical difficulty of imbalanced and insufficient development,which causes quality fairness to become the difficulty and focus in the preschool education reform and development processes of the counties of our country.Symbiosis has gradually expanded into the disciplines of anthropology,sociology,education and management since biology appears,and has become a fresh trend of thought in philosophy.Because it reveals the survival rule of everything with unique perspective,it is extended into the field of social science by humans in accordance with the rule of“man and nature sharing the same rule and being in harmony”,and accordingly an emerging philosophy of symbiosis is generated and affects the cognition of people on social phenomena and issues.Symbiosis Theory has gradually developed to be a system of philosophy based on perfect ontology,epistemology,methodology and axiology,will guide humans to know the nature and the society more scientifically and reasonably thus to step towards harmonious and civilized symbiosis society.Humans have stepped into a globalized,informationized and networked age of civilization since they welcome the advent of the 21stcentury,wherein the“decentralization”and“anti-centre”spirits in the new age are continuously impacting the old-fashioned anthropocentrism and call for the advent of“intersubjectivity”.Symbiosis is the product of the age,and the 21stcentury is the era of symbiotic civilization.Therefore,the era of preschool education“symbiosis”development in counties will come,which takes comprehensive and healthy development of children as the fundamental standpoint,takes quality fairness as the core axis,takes symbiosis and interaction of heterogeneous kindergartens as the carriers,takes high-quality and balanced development as the direct objective and takes education system establishment in kindergartens as the final development idea and route;Besides,it is a fresh idea and development route which respects diversity,cherishes uniqueness,pays attention to relevance and pursues harmony,takes caring-for-life as the purpose,takes heterogeneity as the premise,takes relevance as the method and takes communication and dialogue as channels,which transforms the practical difference between kindergartens into the resources for symbiosis,respects the self-independence of kindergartens fully and bases on the symbiotic relationship between kindergartens and the cultivation,establishment,maintenance and evolution processes to seek for the largest symbiotic effect and realize the symbiotic development pattern of“encouraging blossoming and contending of all”for preschool education in counties.Therefore,the symbiotic development of preschool education in counties,as the fresh development idea,will guide the balanced development of preschool education in our country from social utility to care for children,from situation inclusiveness to quality balance,from external support to internal development,from administrative supervision to professional guidance,and from individual development to symbiotic development in counties.This paper bases on the symbiosis perspective to explain the connotation of preschool education symbiotic development systematically and establish the preschool education symbiosis-oriented development theory system which takes public welfare and inclusiveness and high-quality balance as the core values and establish the preschool education symbiosis-oriented development model.Besides,this research conducts field investigation on the preschool education development in W District(County)of C City combined with qualitative and quantitative modes,bases on the investigation data to conduct analysis on the existing problems and corresponding influencing factors by aid of model analysis method and technique,bases on the model fitting situation to analyze the preschool education symbiotic development level in W District(County)for comprehensive evaluation,and further proposes the integration route and optimization strategy of the development model;and finally,this paper conducts systematic analysis on the potential failure risks and reasons of the preschool education symbiosis model in the county and predicts the future trend of preschool education symbiosis.Chapter Ⅰ conducts systematic organization from the aspects of connotations of symbiosis and symbiotic h theory and its development process as well as symbiotic theory disclosure system,bases on the symbiotic theory principle to analyze the symbiotic development of preschool education in counties systematically,proposes the connotation of preschool education symbiotic development in counties and finally proposes the value orientation of the preschool education symbiotic development in counties,which takes public welfare and inclusiveness,high-quality balance,government guidance and multiple-element governance,education of children,harmony and coexistence as the core contents.Chapter Ⅱ combines with the theoretical foundation of Chapter I,the symbiotic theory disclosure system and its analysis framework to explain the elements of the symbiotic unit,symbiotic environment,symbiotic relationship,symbiotic interface and symbiotic benefit involved in the preschool education symbiotic development system in counties systematically,based on this,analyzes the mutual relationship between the elements and takes symbiotic interface as carrier to systematically explain the internal structure of the preschool education symbiosis-oriented development system in counties and further propose the operation mechanism of“kindergarten status integration-environment,development-relationship,establishing-interface,maintenance-e ffect feedback”,and finally establishes the theoretical model for the preschool education symbiosis-oriented development in counties.Chapter Ⅲ bases on the above theoretical basis and development model,takes W District(County)of C City as the research object and adopts the methods of questionnaire,interview and observation to conduct systematic survey on its practical symbiosis-oriented development situation,combines with qualitative and quantitative methods to analyze the preschool education symbiosis-oriented development situation in W District systematically,bases on the model analysis method to explain the problems existed in its preschool education symbiosis-oriented development and corresponding reasons and conducts model fitting evaluation on its symbiotic development level.The result shows that the practical preschool education symbiotic development situation in W District is not ideal,represented by homogenization of kindergarten subjects,concentrated distribution of kindergarten in urban areas and suburbs and large proportion of low-level kindergartens,estrangement between kindergartens,weak symbiotic awareness of kindergartens,insufficient external symbiotic resources,limited development of internal symbiotic resources,loose symbiotic interaction of kindergartens,low degree of systematization and mutual benefit,lack of symbiotic management and maintenance of symbiotic interface;based on model fitting analysis,this research gets the following conclusion that the preschool education symbiotic system in W District has low ability in integrating the elements of symbiotic kindergarten,symbiotic environment,symbiotic relationship and symbiotic interface,wherein the symbiotic elements are“restricted”seriously while the potential symbiotic interaction value is in the“insensitive”status,therefore,the non-obvious interaction effect between the symbiotic elements causes the non-obvious symbiotic development effect which shows that the preschool education symbiotic development level in W District is low.Chapter Ⅳ,based on the research conclusion of Chapter Ⅲ,analyzes the potential failure risks and problems of the preschool education symbiotic development model in counties systematically,analyzes the problems and risks including sameness but not harmony,unity but imbalance,integration but not unity and symbiotic but not development from four aspects of symbiotic subject,symbiotic environment,symbiotic relationship and interface,and explores the problem presentations and corresponding influencing factors.Chapter Ⅳ retrospects and reflects the practical preschool education symbiotic development situation in W District,from the value standpoint of high-quality,efficient and sustainable development of the preschool education symbiotic development in W District,further proposes four integration routes,including centrality demonstration and guidance route,all-for-one project and linkage route,regional sharing and alliance route as well as marginal guidance and radiation route,and in order to promote sustainable and healthy development of the preschool education symbiotic development system in counties,this research further proposes the optimization strategies such as re-establishing the symbiotic rationality of the public,strengthening top design based on government guidance and intensifying the dynamic maintenance of symbiotic interaction.Last Chapter combine with the preschool education reform and development trends under the new backgrounds of new era and new civilization,this paper proposes the future prospect of professional symbiosis,networked symbiosis and integrated symbiosis of urban and rural areas for the preschool education symbiotic development in counties. |
