In the current environment of "difficult to enter kindergarten" and "expensive to enter kindergarten",inclusive private kindergartens has emerged as an effective way for the government to actively respond to the public`s demands for preschool education and fulfill its responsibilities for the development of the same.The orientation of inclusive private kindergarten is to provide quality,low-cost and nearby preschool education for the general public who need it.Inclusive private kindergartens are developing rapidly,but gradually present an awkward situation in which social recognition is poor,the desire to transform to inclusive kindergarten is not strong,and the charging standard is hard to sustain its daily operation.In this paper,H Education Group is selected as the research object.PEST model to is analyzed macro environment.Porter’s Five Forces Model is adopted to analyze the competitive environment and SWOT matrix to analyze the advantages and disadvantages of the enterprise after collating the development status and market environment of H Education Group,combined with the current changes in preschool education policy,to clarify the internal and external environment faced by H Education Group.In the research,the problems existing in H Education Group’s development strategies are summarized as follows: competition from public kindergartens,excessive operating costs and insufficient depth of teaching and research.Based on the analysis of the causes of the above problems,this paper points out that upon H Education Group kindergarten is converted into an inclusive kindergarten,its development strategies should be optimized in four dimensions,namely,emphasizing diversification,increasing market share,enhancing brand awareness and controlling expansion rate,by focusing on the objectives of providing better quality preschool education and care service quality,improving customer satisfaction and enhancing brand awareness of kindergartens.Finally,the implementation and safeguard measures of H Education Group’s development strategy optimization under the background of inclusive policies are formulated.
