The reform of the governance mode of vocational education is not only a reflection on the conflicts,contradictions and low efficiency brought by the traditional one-dimensional governance mode,but also an inevitable requirement for the construction of the vocational education system with Chinese characteristics and world level in the new era.As an important means for the Party and the government to govern the cause of vocational education,the policy of vocational education is an important carrier to promote the modernization of the governance system and capacity of vocational education and transform the advantages of the system into the governance efficiency.Crossover is the basic attribute of modern vocational education.The multiple subjects and complex environment of vocational education constitute the ecological circle of vocational education and represent the objective existence of the policy ecology of vocational education.Different subjects in the field of vocational education policy have conflicts of interest based on multiple institutional logic,which leads to the fact that interest demands and value judgments turns to be heavy blows and influences to the decision-making and implementation of vocational education policy.Taking the policy of modern apprenticeship as an example to examine the practice of the policy of vocational education,the paper probes into the ecological imbalance of the interest field of vocational education and the failure of the policy of vocational education.At present,the difficulties in the practice of vocational education under the background of the prosperity of vocational education policy objectively highlight the inefficiency of vocational education policy and call for the innovation of vocational education policy.Interest is one of the basic logic of the policy of vocational education.The main body of vocational education policy carries out cooperation based on the "consensus" reached by common interests,and the "consensus" is difficult to be "implemented" due to the conflict of interests among the main body.The barrier of "boundary" prevents the smooth cooperation among stakeholders.It is urgent to build a community that aims at the cultivation of technical and skilled personnel that goes beyond the "transaction" of interests,the identity based on a sense of belonging and the pursuit of ethical value based on common "good".Community not only means the view of common interests,but also includes the concept of sustainable development,as well as the view of common governance based on shared rights and responsibilities.The multi-governance framework of vocational education advocates the sharing of the governance rights of vocational education among the stakeholders through consultation,dialogue and cooperationThe ecological policy of vocational education must be in line with the ecological value orientation.It is necessary to put forward the ecological concept of vocational education policy on the basis of the relevant theoretical achievements in ecology,philosophy,politics and policy.The policy ecology of vocational education is not only a description based on facts,but also a value judgment and pursuit,and a causal logic system.With the pursuit of the ecological value of the vocational education policy,there will be a vocational education policy in line with the ecological orientation.As a value attribute of vocational education policy,ecology is the internal measure and external requirement of vocational education policy.The ecological connotation of vocational education policy can be understood from the following aspects: the ecology of vocational education policy means dynamic balance;the ecology of vocational education policy means multiple co-governance;the ecology of vocational education policy means self-innovation;The ecology of vocational education policy means a people-oriented activity.
