With the economic development of our country entering the "new normal",all fields of society also began to seek transformation.The third Plenary session of the 18 th CPC Central Committee clearly put forward the word "governance",which changed the traditional monistic main body management of the government and constructed a new pattern of pluralistic subject governance.The development of vocational education needs to be carried out under the background of the society,and it is difficult to respond to the market demand by relying on the unitary management of the government.It is urgent to introduce non-governmental forces,such as enterprises,groups,training institutions,and so on,in order to build a management system of vocational education.At the same time,the efficiency of vocational education has a direct impact on the quality of personnel training,thus indirectly affecting the speed of economic growth.Therefore,how to realize the management of vocational education to achieve good Kim? What kind of governance system can guarantee the benign operation of vocational education? It is worth studying in depth.The EU summed up the governance experience of its member states and carried out it on a large scale in partner countries,and achieved good results.In this study,we discussed the governance system of vocational education in EU partner countries.This paper selects Palestine and Jordan,which are similar to our country in economic development and political system,to study and perfect our vocational education governance system for reference,to avoid the detours of our country.This research adopts the literature method,the case study method,separately carries on the research to the Palestine and Jordan two countries vocational education governance system,explores the two countries governing body and its duty,the fund source and the monitoring system,summarizes the advantages and disadvantages.By comparing the governance of the two countries with the comparative study method,it is found that both countries are based on the governance concept of multi-level stakeholders in the European Union to construct the governance system of different modes of domestic governance,and to make a thorough analysis of the governance subjects of the two countries.Compare the sources of funds with the monitoring system.On this basis,we can find out the local active participation of stakeholders,which can be used for reference in our country,and form a governance framework with "multiple" subjects and effective cooperation.Bureau;give more options to local governments,strengthen national and local cooperation to achieve information exchange,resource sharing;all aspects,multi-channel fund-raising,to ensure the flexible operation of funds,transparency;Set up perfect supervision organization and strict evaluation standard to ensure high efficiency of vocational education management system.
