University information has been constantly regarded as a significant resource.With the development of era and society,the proposal of long-tern vision of modernization of national governance system has also posed many challenges to University Information Publicity.During the University Governance,it manifests unique values and instrumental attributes of governance.University Information Publicity not only provides the public with a convenient social platform for supervision of their social performance,but also an access to participate in its governance.As a necessary approach to constructing a “vibrant college”,it is significant to disclose information to the public or applicants by laws and regulations.In other words,it not only guarantees the public basic rights of participation,recognition and supervision,but also protects the realization of modernization of University GovernanceWith the "Measures for Disclosure of Information in Higher Education Institutions(2010)",University Information Publicity has gradually developed and attracted widespread public attention.Under the national conditions and institutions,it is particularly crucial that universities fully integrate internal and external factors to build a free,scientific and dynamic mechanism of information disclosure with subjective initiatives.Additionally,promoting University Governance system is quite crucial to reach public expectations of recognition and supervision on the current situation of the university and comply with the requirements of national laws and regulations on University Information Publicity.After outlining the historical changes in dynamic mechanism of University Information Publicity Governance,this paper focuses on the empirical study on the related issue and predicament at the present stage with the assistance of literature studies and investigation.In addition,we take advantage of certain strategies and contrastive analysis to investigate typical case studies abroad.On the merits of governance theory and complex adaptive system theory,this paper systematically analyzes adaptive subjects,internal and external factors contributing to the University Information Publicity.Abide by the rules of multi-agent coordination,positive guidance,rationality and sustainability,we constructed four operating mechanisms including external and internal factors,technological promotion and environmental factors.Thus,a dynamic mechanism model of University Information Publicity from the governance perspective is constructed considering the improvement of regulations and policies and beneficial experience from the case studies abroad..Last,this paper provides improving strategies for dynamic mechanisms in University Information Publicity in the light of beneficial experience from historical challenges,current issues and typical case study abroad.Firstly,according to the governance theory,principal-agent analysis,Complex Adaptive System theory(CAS)and mechanism design theory,we made a mechanical assessment on dynamic factors and interaction between agents and environment before constructing a theoretical analysis framework of the dynamic mechanism in University Information Publicity.It manifests that there is a inherent association between the University Information Publicity and governance.Internally,it is represented in behavior standardization of the subject,maintenance of mechanical operation,guaranteeing the realization of goals.Externally,values are displayed in the attributes of conventionality and inevitability.At the same time,governing capacity of University Information Publicity is therefore manifested obviously.To be more specific,internal relations are embodied in many aspects including the diversity of agents,cooperation of mechanisms,and commonality of objectives,while external values are represented by its indispensability and influence on comprehensive governance.The dynamic mechanism in University Information Publicity from the perspective of governance is an interactive process in which stakeholders on behalf of their own interests,response to the stimuli detected from the external environment.Thus,the mechanism is constructed by virtue of mutual interaction among the internal and external mechanism,technological mechanism and environmental factors.Aiming at reconciling the interaction between effectiveness and galvanization.,the highly improved Dynamic Mechanism in University Information Publicity and University Information Publicity system mutually interact with each other,galvanizing the development of University Information Publicity rand its governance capacity.Secondly,according to the theoretical analytic framework of University Information Publicity from the perspective of governance,this paper outlines the history and empirical analysis on University Information Publicity.From the diachronic perspective,the historical stage of University Information Publicity in China is divided into working affairs disclosure stage(1999-2009)and University Information Publicity stage(2010-present).Then,we investigate historical changes in institutions and motivation of information publicity.From the perspective of empirical analysis,we design questionnaires and individual interviews for University Information Publicity.In conclusion,there are some problems such as inadequate policy guarantee,weak subject initiative and insufficient supervision system.To further investigate the issues,analysis of causal attribution is also provided by researchers..Meanwhile,a case study of the Information Publicity of University of California involving the participants,internal and external environment,open system and mechanism in the process of information publicity is further investigated,thus providing us with experience and enlightenment for construction of the dynamic mechanism in University Information Publicity in China.Thirdly,based on the theory of Complex Adaptive System(CAS)and mechanism design theory,this paper systematically analyzes the agents,factors,construction principles and internal and external dynamic mechanism in University Information Publicity from the aspects of adaptive subject,detectors(internal and external stimulating factors),rule set and effectors(effects of governance).The research manifests that University Information Publicity from the perspective of governance is a complicated system in which the stakeholders(adaptability)can be divided into government,universities,personnel in universities and the public.There are information sharing and exchange between subjects.Same phenomenon has also presented between subjects and environment following the Rules of Law.In accordance with the rule of multi-agent coordination,Positive guidance,principle of reasonability and sustainability,we discuss four dynamic mechanisms involving external and internal factors,technological promotion and environmental factors.A theoretical model of University Information Publicity is constructed considering the four dynamic mechanisms mentioned above.Finally,improving strategies for University Information Publicity from the perspective of governance are proposed after adequate research.In the light of experience and enlightenment absorbed from the challenges and issues remained in University Information Publicity at home and abroad,this paper puts forward some promoting strategies.From the two aspects of external traction and internal dynamism as well as technological promotion and environmental factors,twelve specific suggestions are put forward as follows: promotion of information publicity institutions,enhancing governmental guidance,introduction of the evaluation from third-party,strengthening the social responsibility of university,improvement on the related system and mechanism,diversity of the information publicity transmission,construction of intellectual platform of Information Publicity and raising citizens’ awareness of rights and information literacy.
