Construction Of University Information Disclosure Operation Mechanism From The Perspective Of Stakeholders

Information disclosure in colleges and universities at the present stage is an important measure to conform to the development of The Times,an inherent requirement for the construction of modern university system,and an inevitable requirement for the comprehensive reform and governance of higher education at the present stage.Meanwhile,the primary purpose of university information disclosure is to ensure the right to know,participation and supervision of university stakeholders.With the large-scale development of information disclosure,the participation of stakeholders is very important.However,in reality,colleges and universities have many problems in the disclosure of information,which leads to the slow progress of the overall work and the low participation of stakeholders in the information disclosure of colleges and universities.So,in order to meet the needs of different interest groups on the information disclosure work attention and participation,to better guide the stakeholders actively participate in the university internal governance,colleges and universities should actively the related information,will this work by the external force to internal power transformation,the pressure is on to set up a perfect information disclosure mechanism,so that the stakeholders effectively exercise their rights,and the rational allocation of resources of colleges and universities,to maximize the interests of all parties.This research uses the policy analysis method and the historical research method,in the literature analysis foundation,has defined the information open,the university information open,the university information open movement mechanism as well as the university stakeholder concept and the connotation and so on;From the perspective of stakeholders,this paper studies the theory,elements,characteristics and importance of information disclosure in colleges and universities,the composition and classification of stakeholders in colleges and universities as well as their relationship with each other.In addition,this paper analyzes the relationship between information disclosure in colleges and universities and stakeholders,laying a theoretical foundation for subsequent research.At the same time,the historical research method is used to systematically summarize the historical evolution and characteristics of information disclosure in colleges and universities.The current situation of information disclosure in colleges and universities is investigated through interviews and questionnaires.However,there are also some problems such as the "flow system" of organization organization,uneven information disclosure methods and insufficient supervision and guarantee of disclosure,which result in the unsmooth operation of information disclosure in the whole university and affect the rights and interests of stakeholders and the public satisfaction with the university to some extent.Further in-depth analysis shows that the main reasons for the above problems are: the lack of information disclosure in colleges and universities at the legislative level,the particularity of colleges and universities and the low participation of stakeholders.Based on the typical experience of university information disclosure in the United States,the United Kingdom,Australia and other countries,this paper proposes the strategic choice of constructing the operation mechanism of university information disclosure in China,focusing on optimizing the system,perfecting the organization,broadening the way of disclosure,perfecting the supervision and guarantee,and encouraging the active participation of stakeholders.From the perspective of stakeholders,this study systematically analyzed the problems in the implementation of information disclosure in colleges and universities,explored the causes,and put forward corresponding countermeasures and Suggestions,which enriched the research perspective of information disclosure in colleges and universities.However,there are still some problems,such as how to reasonably construct the institutional system of information disclosure in colleges and universities on the basis of improving the mechanism,and how to systematically analyze the demands of different interest subjects for information disclosure in colleges and universities,which need to be further explored.
