Nowadays,the great value of sudden-incidents-oriented university informationpublicity is self-evident. Now, although there are some basic strategies,and someprogress of university information publicly has been made, there are still a number ofproblems, especially the specific practical measures that need to be taken. First of all,this article made a research from two aspects which are the sudden incidents inuniversity and university information publicity. Then, from the sides of politicalscience, economics, laws and information management, the article discussed thetheoretical basis. It reflected its specific functions from the five perspectives, which areto protect the public’s right to know, to improve the efficiency of emergency treatment,to be in favor of fighting corruption, to achieve good governance and to win thesupport to colleges and universities from the public. It particularly focused on theproblems of sudden-incidents-oriented university information publicity, and proposedthe solutions, which are to perfect the regulations and systems of universityinformation publicity, to strengthen education, to enrich the information, to makeperfect channels of university information publicity, to establish a specializedmanagement department and training institutions of university information publicity,and to make some effective incentive measures.
