| In the process of urbanization,industrialization and social transformation,with the influx of a large number of young and middle-aged rural laborers into cities,villages in many regions show new characteristics of the "three rural issues",namely "rural hollowing,aging agriculture and peasant workers",especially in large labor exporting provinces.The loss of young and middle-aged laborers has led to a decline in the quality of village population and a serious phenomenon of "hollowing out",which in turn has led to a structural imbalance in the village economic subsystem,and has also reshaped the village social system and changed the village ecosystem,causing villages in many regions to fall into an "economic-social-ecological" systemic problem,which restricts rural development and seriously hinders the realization of rural revitalization strategy,urban-rural integration and coordinated regional development.The weak local finance in the post-agricultural tax era has led to insufficient supply of rural public goods,which is the essence of this phenomenon.With the introduction of the national policy of encouraging migrant workers to return to their hometowns to start their own businesses and the strategy of rural revitalization,farmers’ entrepreneurial activities have become increasingly active.Based on the connection between entrepreneurial farmers and villages,farmers’ entrepreneurship is highly likely to improve the supply of public goods in villages,which provides a new idea to solve this dilemma.In this context,this paper uses logistic deduction,empirical analysis,and evolutionary game methods to investigate the mechanisms of peasant entrepreneurship to improve the supply of village public goods and thereby combat village decay.Main contents include:(1)Drawing on the theory of complex systems in the field of system science,the concept of "economic-social-ecological village complex system" is proposed,and the mechanism of formation and internal linkage of the various deterioration phenomena of the village complex system are portrayed.(2)A logical deduction to analyze the mechanism of action of farmers’ entrepreneurship in improving the supply of village public goods and thus alleviating the systemic decay of villages.(3)Under the theoretical framework of "farmers’ entrepreneurship-village public goods supply-village decay management",a scale was developed to empirically analyze the relationship between the three factors using structural equation modeling based on data from a sample of 354 farmers in Zhejiang Province and Guangxi Zhuang Autonomous Region.(4)Analyzing the evolutionary game of supplying village public goods behavior among farmer entrepreneurs and the role of government incentives in promoting supply behavior.(5)Policy recommendations are proposed to promote farmers’ entrepreneurship,improve the supply of village public goods and thus combat village decay.From the study of the above,the following conclusions are drawn:(1)In the process of urbanization and industrialization,the structural and functional dysfunctions of the economic,social and ecological subsystems of villages will lead to the phenomenon of village decay and impose serious constraints on rural development.(2)The mechanism of farmers’ entrepreneurship to improve the supply of village public goods and thus alleviate the systemic decline of villages is as follows: farmers’ entrepreneurship can promote the endogenous supply of village public goods in terms of quantity,structure and efficiency;and village public goods can combat the systemic decline of villages in terms of promoting farmers’ entrepreneurship,improving people’s welfare and harmonious social relations,and enhancing environmental purification capacity and resource reproduction capacity.(3)The empirical analysis verified the theoretical model of the relationship between farmer entrepreneurship,village public goods supply and village decay governance: farmer entrepreneurship contributes to the improvement of village public goods supply through the active entrepreneurial activities of village farmers,the non-exclusive use of entrepreneurial resources and the improvement of village governance structure by the rise of economic elites due to entrepreneurial activities;the village public goods supply brought by farmer entrepreneurship can effectively improve the village system decay,and the improvement of village economic subsystem decay is significantly better than the village social subsystem and ecological subsystem.(4)The behavior of farmers’ entrepreneurs in supplying village public goods is influenced by the local sentiment,the benefits of using the public goods,the costs of supplying them,and the loss of reputation and resources due to "free-riding";the government can help promote the supply of village public goods by changing the benefits and costs of supplying them through supportive policies such as providing financial subsidies and tax incentives to farmers’ entrepreneurs or enhancing their social reputation through publicity and recognition.This paper considers the village as a regional complex system composed of "economic,social and ecological" subsystems,and studies the mechanism of the role of public goods provided by farmers’ entrepreneurship in alleviating the systemic deterioration of village governance,which is of great theoretical and practical significance for promoting rural development and accelerating rural revitalization.The innovations of this study include the following three points:(1)A new analytical framework is proposed based on a multidimensional theoretical analysis framework with the intersection of management,economics,and sociology.The innovation of this analytical framework is reflected in the following two aspects: First,it takes "village" as the research object,which breaks through the vague boundary of the concept of "rural" in the previous analytical framework of "three rural issues",focuses on the target of policy support,facilitates the evaluation of policy implementation effects,and ensures the operability of research results;second,it takes "the existence of private provision of public goods" as the theoretical premise,which expands the connotation of "public goods" and the boundary of policy operation.(2)This study draws on the complex system theory in the field of system science and proposes the concept of "economic-social-ecological village complex system" to characterize the formation mechanism and inner linkage of various deterioration phenomena in the village complex system,so as to deepen the understanding of "village deterioration" from the surface to the essence.The concept of the influence of farmer entrepreneurship traits and social environment on entrepreneurship,this study focuses on the improvement of the social environment by farmer entrepreneurship activities,which is an enrichment and development of farmer entrepreneurship theories.This paper studies the impact of farmer entrepreneurship on the economic,social,and ecological environments of villages from the perspective of improving the supply of public goods in villages through farmer entrepreneurship,which is a useful attempt to study the counteraction of farmer entrepreneurship on the social environment. |
