The Public Change And Reconstruction Of Village Governance

The public nature of the village is the basic attribute of the peasants' public life in the rural society.It coordinates the different social subjects in the village field and cooperates with the public responsibility of the village to assist the government to carry out the construction and management of the public society of the rural village.Village public goods and services,is the building of a harmonious village is essential to the core strength.Once the village public nature is lost,it will have a great deconstruction force to the rural society,which causes the village order to be chaotic,the village governance is invalid,the farmers' rights are difficult to protect,and thus cause a series of social problems,and even lead to the crisis of rural social governance.Therefore,in the process of building a new countryside,the first to bear the brunt is not to build houses,but to take practical measures to slow down the loss of public ownership of the village,and then plastic new rural public.The object of this thesis is the change and reshaping of public nature in village governance.I participated in the rural research institute large-scale rural research,from the perspective of the village's water conservancy construction and found in the village under investigation its public water conservancy construction experienced clan period clan or family to provide collectivization of the grassroots government or collective unity Organization,and then to the rural economic reform after the villagers independent organization but was a discrete state of the process of change.And this process of change,reflecting the changes in the village public nature and the characteristics of the different periods.In this paper,Pan Village and Li Village two water conservancy construction,for example,research ideas focused on two points.First,in the clan village when the village of Pan and Li village were set up a large underground drainage system and pond weir.In the collectivization period,the two villages also built large-scale farmland canals.The public nature of the clan villages was led by blood,and the publicity of the villages in the collectivization period showed a stronger power with the ideal of centripetal force.And to the rural economy after the reform of the individual period,decentralized households to provide water conservancy facilities are often frustrated.So what is the performance of the village's public nature in each period?What is the process of change in the public nature of the village?What is the condition that causes this change?This is one of the research ideas of this article,but also the author tried to answer the question.Second,what are the necessary conditions for the reconstruction of the public nature of the village,where the public nature is seriously lost,and what measures should be taken?By analyzing and analyzing the common elements of the village in different periods,the basic conditions of the change of the public nature of the village are found,and the corresponding measures are put forward to provide the basis for the remodeling of the current village.This is the second focus of this paper.Therefore,this thesis draws on the public theory and Ostrom's Self-Governance Theoryas an analysis tool,in the northeastern Hubei Pan Village and Li Village on the basis of micro-survey,the use of sharing rules,public spirit,public authority,Spirit and public space of the five elements of the independent analysis of the framework of this article.This paper analyzes the causes and conditions of success or failure of water conservancy construction in the two periods during the period of clan period,collectivization period and individualization period.Through the comparative analysis,the author believes that although the public form of different periods of difference,but the clan period and the individual period of the two villages are not open to the common public rules,public spirit,public authority,a total of economic and public space The role of these five elements.And to the individual period,contains the village of public nature of these five key elements are rapidly disintegrating,which is the current two villages of water conservancy construction are difficult to provide their own reasons.Therefore,based on these five factors,the author puts forward an important strategy to rebuild the village publicity:perfect the autonomy rules of villagers' participation,reshape the public spirit of the village,cultivate the new rural public authority,perfect the rural economic cooperation organization and reconstruct the village public space.
