The 20 th Party Congress report emphasizes the need to "ensure that the Chinese people hold their rice bowls firmly in their own hands." Food security is closely related to the country’s development and the well-being of its people,and it serves as an important foundation for national security.Since the advent of the new era,the Communist Party of China has always attached great importance to ensuring food security and has implemented a number of significant measures,achieving remarkable results that have attracted worldwide attention.Therefore,studying the development process of the Communist Party of China in ensuring food security in the new era will help consolidate the achievements of China’s food security work and provide a theoretical basis and improved thinking for ensuring food security in the new era and on the new journey.This article,guided by Marxist theory and utilizing various research methods,examines the practical exploration of the Communist Party of China in ensuring food security in the past decade of the new era.It conducts systematic,comprehensive,and complementary research on the new situations,changes,and trends that have emerged during this stage.In comparison to scholars’ research on food security,this article systematically reviews the historical evolution of the Communist Party of China’s practice in ensuring food security and summarizes the Party’s cognition and viewpoints formed in this regard.It clarifies the goals and principles of ensuring food security in the new era of the Communist Party of China.This article is mainly divided into seven chapters to conduct research on the Communist Party of China’s efforts in ensuring food security in the new era.Chapter One serves as the introduction.This section primarily elucidates the background and significance of the research presented in the paper.By scrutinizing both domestic and international research findings,it offers a systematic analysis and evaluation of the current state of research regarding the Communist Party of China efforts to ensure food security.Building upon a clearly defined research theme,it delineates the logical progression,research methodologies adopted in this study,as well as points of innovation and areas that may warrant further exploration.Chapter Two discusses the theoretical foundations and practical basis of the Communist Party of China safeguarding of food security in the new era.Ensuring food security necessitates correct theoretical guidance.The Communist Party of China effectiveness in safeguarding national food security in the new era is grounded in the scientific guidance articulated by Marxist classical authors and relevant discourses by members of the Communist Party of China.Concurrently,from a practical standpoint,food remains a commodity of strategic importance,bearing direct implications for the wellbeing of the populace and the nation’s security.Food security holds paramount significance for the stability and development of the nation,making its safeguarding an imperative for the Communist Party of China in governing for the people,realizing stable economic and social development,and upholding national sovereignty.Chapter Three recounts the historical evolution of the Communist Party of China efforts in securing food safety.This section systematically revisits the developmental trajectory of the Communist Party of China practices in ensuring food security,examining the stages of the New Democratic Revolution,the socialist revolution and construction period,and the era of reform and opening-up alongside socialist modernization.Through a comprehensive review of the historical efforts of the Communist Party of China in ensuring food security,it is apparent that under its leadership,China has progressively achieved a stable food supply,laying the vital material foundation for economic,social development,and national security.Chapter Four delineates the Communist Party of China construction of a new concept of national food security in the new era.This concept systematically highlights the importance of food security,affirming its foundational and strategic position in governance.The section explicates the nuances of this new concept of national food security from three perspectives: grasping the initiative in national food security,implementing the strategy of "storing grain in the land and technology",and safeguarding food security through the “broad food perspective”.Guided by this novel perspective on national food security,China has steadfastly executed various tasks to ensure food security,offering Chinese wisdom in solving food security issues,bearing significant theoretical and practical implications.Chapter Five focuses on the exploration of the Communist Party of China practices in safeguarding food security during the new era,mainly retracing the past decade.The Party Central Committee,with Comrade Xi Jinping at its core,regards food security as a major national matter,advancing through enhancing comprehensive food production capacity,thoroughly implementing responsibilities pertaining to food security,strengthening the safety safeguards of national food reserves,actively engaging in international food security governance,and vigorously promoting efforts to reduce food wastage,fostering a collaborative effort across the entire supply chain to ensure food security.Chapter Six presents the achievements and experiences garnered in the new era by the Communist Party of China in ensuring food security.This chapter details the significant progress made in fortifying the food security safeguarding system,fundamentally solving the food consumption issues of urban and rural residents,and highlighting the accomplishments in international food security cooperation.Based on these,the paper summarizes the historical experiences of the Communist Party of China in securing food security,emphasizing persistent adherence to the Party’s leadership,a people-centered approach,grounding strategies based on national conditions,and an unyielding commitment to deepening reforms.Chapter Seven analyzes the challenges faced and potential optimization pathways in safeguarding food security by the Communist Party of China in the new era.At the current stage,China encounters several tangible challenges in securing food safety: a sluggish increase in grain yield per unit area,limited space for enhancing total output,relative backwardness in domestic grain industry affecting farmers’ enthusiasm,environmental constraints on food production,high concentration of food import sources,and increasing external risks to food security.Addressing these emergent challenges,the paper proposes pertinent policy recommendations including promoting scientific development in food production,refining support policies for food production,enhancing protection of the agricultural ecological environment,diversifying sources of food imports comprehensively,and establishing a food risk early warning mechanism.In short,food security is the guarantee of national security and is closely related to the realization of people’s aspirations for a better life.Based on the theory of Marxism,this article examines the history of the Communist Party of China in ensuring food security,systematically summarizes the main contents,achievements,and experiences of the Communist Party of China in ensuring food security in the new era,and puts forward relevant countermeasures and suggestions,in order to provide reference and guidance for the Communist Party of China in ensuring food security in the new development stage.
