Production activity is the most primitive and basic practical activity of human beings.With the development of history,occupational production has become the main part of human social production field.The refinement of the division of labor in social production has provided a realistic basis for the emergence and development of professional ethics.As the moral code and code of conduct in professional life,professional ethics has important value for people to cultivate professional ethics,cultivate professional spirit and achieve professional ideal.Contemporary China has entered the historical stage of a new era,and the influence and value of professional ethics,as an important content of the moral construction of citizens in the new era,has gone beyond the inherent scope of professional life.The "Outline for the Implementation of Civic Moral Construction in the New Era" issued by the Central Committee of the Communist Party of China and the State Council in 2019 clearly states that the construction of many types of morality,including professional morality,should be carried out throughout the whole process of mass spiritual civilization creation activities,and that the construction of many types of morality,including professional morality,should be the focus of efforts to promote the all-round development of people and to cultivate and create new people of the times who will assume the great responsibility of national rejuvenation.In the report of the Twentieth National Congress of the Communist Party of China,it is clearly stated in the section of building a high-level socialist market economy system that we should "support the development of small,medium and micro enterprises".With the continuous development of China’s economy,China has entered a new normal economic era,and the financial industry has continued to develop and move forward in the direction of further refinement,and small and medium-sized enterprises have become an important and indispensable part of China’s socialist market economy system after decades of development.In today’s focus on improving the quality of financial services,the professional ethics of financial practitioners serving micro and small enterprises has increasingly become an important factor affecting the healthy and stable development of micro and small enterprises,which in turn also affects the country’s financial and economic security.In this context,it becomes a topic of great theoretical and practical significance to promote the professional ethics of financial professionals serving micro and small enterprises.This study first defines the concepts of micro and small enterprises,financial practitioners serving micro and small enterprises,and professional ethics,and clarifies the object and scope of the study.On this basis,the basic norms of professional ethics for financial practitioners serving micro and small enterprises are proposed,specifically including seven aspects such as love and respect for work,honesty and trustworthiness,compliance with the law,civilized service,strict confidentiality,rigorous and meticulous,and integrity and self-discipline.Then,from the operational characteristics of financial institutions serving micro and small enterprises and the riskiness of professional ethics of financial practitioners serving micro and small enterprises,the special requirements of professional ethics for practitioners in this industry characteristic are discussed,thus further clarifying the contemporary value of the study of professional ethics of financial practitioners serving micro and small enterprises.In order to provide theoretical guidance and practical reference,this study draws on a variety of research resources.First,from the moral education methods of classic Marxist writers,the characteristics and significance of environmental education method,theoretical inculcation method and practical education method are analyzed to provide a theoretical basis for the construction of professional ethics of financial practitioners serving micro and small enterprises.Secondly,the beneficial achievements of traditional Chinese professional ethics education are reviewed,and the spirit of cultivation and education methods of traditional professional ethics are highlighted,which provide cultural resources for the construction of professional ethics for financial practitioners of service micro and small enterprises.In addition,it draws on the reasonable components of Western professional ethics education ideas,and discusses the methods of combining self-regulation and others’ regulation,the methods of combining general curriculum and ethics curriculum,and the methods of combining theoretical education and practical education,which provide an international perspective for serving the professional ethics construction of financial practitioners in micro and small enterprises.Finally,Xi Jinping’s important remarks on moral construction are elaborated,including strengthening the Party’s overall leadership on moral construction,adhering to the people-centered value orientation,critically inheriting and promoting traditional Chinese virtues and making good use of network resources to enhance communication ability,which provide fundamental guidelines for the professional moral construction of financial practitioners serving micro and small enterprises.Professional ethics,as a special form of moral existence,must conform to the general logic of moral formation,but also has the unique logic of professional ethics formation.Specifically,the professional ethics construction of financial practitioners serving micro and small enterprises needs to anchor scientific construction goals,adhere to correct ethical orientation and follow basic ethical principles.In terms of goal anchoring,it includes five goals of enhancing professional ethical cognition,practicing professional ethical norms,guiding professional ethical behavior,stimulating professional ethical emotions and sharpening professional ethical will.In terms of ethical orientation,it emphasizes adherence to the practice of socialist core values,socialist principles of collectivism and the inherent moral code of the financial profession.In terms of basic principles,this study proposes four principles,including the principle of objectivity,the principle of differentiation,the principle of timeliness,and the principle of peoplehood.The logical prerequisite for conducting research on a specific academic object is to conduct comprehensive and detailed research on it.In this study,empirical research and quantitative analysis methods such as questionnaires and on-site interviews were used in the research methodology,and a large amount of detailed first-hand information was obtained by means of questionnaires and on-site interviews with financial practitioners serving micro and small enterprises.Through further statistical analysis and classification,this study accurately grasps the overall situation of the professional ethics construction of financial practitioners serving micro and small enterprises,and this research result provides an empirical basis for finding the focus point of the professional ethics construction of financial practitioners serving micro and small enterprises.On the basis of the empirical research,this study further analyzes the problems and causes of the professional ethics construction of financial practitioners in MSMEs in China.First,the study sorts out the existing problems of the professional ethics construction of financial practitioners of service micro and small enterprises,including four aspects,such as the initiative of learning and improvement to be enhanced,the importance of education and training to be improved,the effectiveness of the regulatory mechanism to be enhanced,and the health of the ethical environment to be optimized,reflecting the real dilemmas and challenges of the professional ethics construction of financial practitioners of service micro and small enterprises.Then,the problems of professional ethics construction of financial practitioners serving micro and small enterprises are analyzed from micro,meso and macro levels,and the causes of the lagging professional ethics education of financial service practitioners,the lack of self-control of financial institutions serving micro and small enterprises and the poor effect of the overall moral environment of society are pointed out respectively,revealing the factors that restrict the professional ethics construction of financial practitioners serving micro and small enterprises.The study reveals the influential factors and deep-rooted causes that restrict the professional ethics construction of financial practitioners serving MSMEs.Finally,this study explores the paths for the construction of professional ethics of financial professionals serving micro and small enterprises in China,and proposes five specific construction paths,namely,cultivating morality with education,nurturing morality with literature,promoting morality with law,strengthening morality with supervision,and carrying morality with the environment.Among them,to cultivate virtue by education mainly starts from four aspects:improving the consciousness of professional ethics education subjects,strengthening the orientation of professional ethics education goals,enriching the diversity of professional ethics education methods and enhancing the durability of professional ethics education effects;to cultivate virtue by literature emphasizes the construction of excellent enterprise culture,enhancing professional ethics awareness,cultivating professional ethics emotions and creating professional ethics atmosphere;to promote virtue by law emphasizes the continuous enhancement of the binding and professional moral education ideas,and Xi Jinping’s important discourse on moral construction as theoretical resources,and the goal setting,ethical orientation,and basic principles of professional moral construction for financial practitioners of service micro and small enterprises as the endogenous logic.The current problems of professional ethics construction of MSMEs and their attribution are taken as the empirical basis,and finally,the path options of cultivating morality with education,nurturing morality with literature,promoting morality with law,consolidating morality with supervision and carrying morality with realm are proposed to systematically study the professional ethics construction of MSMEs’ financial employees in China.
