As a symbol of the Sinicization of Marxist minzu theory,the value and mission of the system of regional minzu autonomy is to maintain national unity and minzu solidarity.It has played its institutional advantage for the successful practice of the Party’s minzu policy and the high-quality development of the Party’s minzu work.It is the main line and "key line" of the Party’s minzu work in the new era to firmly forging a sense of community for the Chinese nation.Therefore,regional minzu autonomy should focus on this,focus on its original mission of safeguarding national reunification and minzu unity,and give full play to its advantages of institutional guarantee in building a strong sense of community for the Chinese nation.But in the long-term practice,some minzu autonomous areas have focused on the relationship between the right to autonomy and the right to autonomy,weakening or diluting or rejecting the value and mission of regional minzu autonomy,highlighting the differences of minzu autonomous areas.In addition,the unhealthy influence of domestic and foreign minzu separatist forces has strengthened the narrow minzu consciousness of some autonomous areas.It has weakened the awareness of national identity and Chinese community among citizens in autonomous areas,deviated to varying degrees from the original mission of regional minzu autonomy,and caused accomplished.In order to further adhere to and improve regional minzu autonomy,strengthen the awareness of the Chinese national community among the people of all minzu groups in Xizang,review the successful practice of regional minzu autonomy in Xizang,systematically sort out the history and practical development of regional minzu autonomy,and review the original mission of regional minzu autonomy from a diachronic perspective,and take this as the fundamental basis.In light of the new requirements,new challenges and new situations of Xizang’s adherence to and improvement of regional minzu autonomy in the new era,and with a strong sense of community among the Chinese nation as the main line,Xizang actively explores multi-dimensional ways to adhere to and improve regional minzu autonomy in the new era,so as to further exert the institutional function of regional minzu autonomy and further demonstrate its superiority.It was under the guidance of the value mission of regional minzu autonomy that the Communist Party of China united and led the people of all minzu groups in Xizang in a resolute and forceful struggle against the plot of the modern Western anti-China forces and minzu separatist forces to deconstruct the Chinese national community by "using Xizang to control China" and won a great victory.In this struggle,the consciousness of the Chinese national community was firmly established among the people of all minzu groups in Xizang.It safeguarded the overall interests of the Chinese nation,effectively safeguarded the reunification of the motherland and minzu unity,and laid the fundamental political foundation and prerequisite for the establishment of regional minzu autonomy in Xizang.With the heartfelt support and strong support of the people of all minzu groups in Xizang,the 17-Article Agreement was signed,creating a political environment for regional minzu autonomy in Xizang.After the peaceful liberation of Xizang,in accordance with the Common Program and the 17-Article Agreement,it was supposed to proceed with the implementation of regional minzu autonomy in Xizang.However,since Xizang did not yet have the political,economic and mass basis for implementing the policy,the central government decided on the principle of the superstructure based on the economic basis and on the premise of fully respecting the will of the people of all minzu groups in Xizang.The focus of our work should be on actively developing production,improving people’s livelihood and united front work,so as to do practical and good things for the broad masses of the people of Xizang with sincerity,and gradually create favorable conditions for the practice of regional minzu autonomy.As the effectiveness of the Party’s minzu policies has been highlighted and the influence of its publicity work has been expanding,the people in Xizang have a deeper understanding of the Party’s minzu policies.More and more people identify with the CPC,consciously support the Party’s minzu policies,are willing to listen to and follow the Party’s advice,and give full support to the establishment of regional minzu autonomy,so that the Party’s minzu policies can take root.At the same time,minzu separatist forces,seeing the increasingly close ties between the Party and the people of Xizang,feared that the Xizangan people might unite to overthrow feudal serfdom and deprive those who were deprived of it,resorted to various tactics to undermine minzu unity,weaken the mass base of the Party in Xizang,and tried every means to impede the implementation of the Party’s minzu policies in Xizang.It was against this background that minzu separatist forces seized on the mistakes made by the Xizang an Working Committee of the Communist Party of China(Xizang Working Committee for short)in the process of formulating policies to benefit the people,and encouraged the occurrence of riots in some parts of Qamdo.In collusion with foreign anti-China forces,they interfered with the normal implementation of the Party’s minzu policies,with the purpose of driving out the Communist Party of China.Perpetuate feudal serfdom and continue to exploit the masses.However,the minzu separatist forces in Xizang persisted in their position as a reactionary class and took the good intentions of the Central Committee as weak to be deceived.In 1959,they openly launched an armed rebellion and tore up the 17-Article Agreement,betraying the broad masses of the people and inflicting heavy losses on the implementation of the Party’s minzu policies and the vital interests of the broad masses of the people.Since the local reactionary government of Xizang has been faithless,the policy of "no change in six years" cannot be implemented.After the armed rebellion broke out,under the firm leadership of the CPC Central Committee,the PLA,together with the people of all minzu groups in Xizang,put down the rebellion and immediately embarked on democratic reform,creating favorable political conditions and economic foundation for the practice of regional minzu autonomy.Through the joint efforts of the people of all minzu groups in Xizang,the Xizang Autonomous Region was established on September 1,1965,and the people of all minzu groups in Xizang have since then embarked on the road of socialist happiness.In fact,during the 15 years from 1951 to 1965,under the strong leadership and support of the CPC Central Committee,the preparatory work for the establishment of the Xizang Autonomous Region proceeded in an orderly manner.In accordance with the instructions of the CPC Central Committee,the CPC Xizang Working Committee was established in a timely manner to take charge of the research and preparation for the establishment of the Xizang Autonomous Region.During this period,encouraging discussions were held on the plan of establishing one or two autonomous regions in Xizang.At last,the central Government decided to establish a unified Xizang Autonomous Region in the interest of safeguarding national unity and minzu unity.The establishment of a unified autonomous region in Xizang fully embodies the original mission of regional minzu autonomy;it is the foundation for the successful practice of regional minzu autonomy in Xizang;and it is the soul of Xizang to uphold and improve regional minzu autonomy in the new era.After the founding of the Xizang Autonomous Region,especially after the reform and opening up,the Central Symposium on Work in Xizang was adopted as a symbol and the model.Through practical exploration and summary of experience,the Central Symposium on Work in Xizang,a unique working mechanism for the governance of minzu affairs in Xizang,which conforms to the actual situation in Xizang,was formed,guiding the course for the successful practice of regional minzu autonomy in Xizang.To improve the Party’s minzu policy in practice.The Central Symposium on Work in Xizang analyzed and studied the major situations and tasks facing Xizang,and then proposed targeted strategic measures to safeguard the development and stability of Xizang,which is the fundamental reason for the successful practice of regional minzu autonomy in Xizang.In the new era,with the changes in the principal social contradiction and the development requirements of The Times,new demands have been put forward for regional minzu autonomy in Xizang,and the significant increase in challenges at home and abroad have interfered with Xizang’s original mission of upholding regional minzu autonomy.This requires a systematic summary and analysis of the challenges facing regional minzu autonomy in Xizang on the premise of adhering to the main line of the Party’s minzu work,and in light of Xizang’s requirements for high-quality development and long-term stability in the new era.Starting from the "two combinations" of regional minzu autonomy,the rights of minzu autonomy,the ownership of minzu autonomous areas,the "four special" standards for cadres in minzu autonomous areas,the contrast between old and new Xizang,and the standard spoken and written language of the state,we will actively explore a multi-dimensional approach to improving regional minzu autonomy in Xizang,further highlight the superiority of regional minzu autonomy,and strengthen the "five identities" of the people of all minzu groups in Xizang.We will encourage the people of all minzu groups in Xizang to build a stronger sense of community among the Chinese nation and consciously assume the historic responsibility of safeguarding national reunification and minzu solidarity.
