| Since 2014,the Central Committee of the Communist Party of China has proposed"building a social structure and community environment where all ethnic groups are embedded in each other,promoting mutual understanding,respect,tolerance,appreciation,learning,and assistance among all ethnic groups,based on the new situations,problems,and challenges faced by China’s ethnic development.This will strengthen the Great Wall of Steel for all ethnic groups to jointly safeguard national unity,ethnic unity,and social stability.As a new form of ethnic affairs governance,ethnic interlocking governance has increasingly attracted widespread attention in the theoretical community.Generally speaking,ethnic interlocking governance covers multiple aspects such as economy,culture,life,and space,as well as other deep dimensions such as spirituality and psychology.Under the new historical conditions,with the continuous deepening of political and economic system reform,profound changes in social structure,and increasingly prominent cultural diversity,how to transform from mechanical interlocking to organic interlocking has become a major theoretical and practical issue in national governance.Hetan Town belongs to Dongxiang Autonomous County of Linxia Hui Autonomous Prefecture,and is located at the junction of Linxia County,Yongjing County,and Dongxiang Autonomous County.It is a transitional area between Beixiang and Dongxiang,located in the Daxia River Valley at the intersection of the Daxia River and the Yellow River.Historically,it used to be the land of the Western Qiang,an important ethnic corridor in ancient times,and an important economic and cultural channel on the Silk Road.It has a profound accumulation of archaeology,history and culture.Multi ethnic exchanges and exchanges here have laid the foundation for extensive Chinese cultural identity.The profound historical and cultural soil of multi-ethnic exchanges,as well as the diverse religious and cultural space formed during the fusion,collision,and life process of multiple ethnic groups,make this a multi-ethnic community where the Han and ethnic minorities coexist and interact with each other.Since modern times,this place has experienced multiple ethnic uprisings and wars.With the efforts of local gentry and governments,especially in the process of national social governance since the founding of the People’s Republic of China,with the promotion of ethnic equality and unity policies and the creative implementation of the system of regional ethnic autonomy,ethnic exchanges and exchanges in various fields have been deeply promoted,and the governance structure and social environment in ethnic areas have been deeply developed,Make this area a typical community sample for ethnic unity and interracial governance.Through the case study of Hetan Town,this paper hopes to explore the multiple interactions and relationships between the construction of multi embedded ethnic communities,social change and regional national governance at the social practice and theoretical levels.At the same time,it is also hoped that through case studies,a possible theoretical and practical reference can be provided for examining the national governance model in ethnic areas,especially in the northwest ethnic minority areas of China,and how to choose the corresponding governance path in the region.Based on the above background,this paper,based on the history and reality of Hetan Town in Dongxiang Autonomous County,combined with the latest achievements of the Sinicization of Marxist ethnic theory and the theory of ethnic intermingling as the analytical framework,combs the politics,history,economy,culture,ethnic relations and regional governance of Hetan Town.The whole presents the process of social change and national governance of Hetan Town as a pluralistic and interwoven ethnic community.This paper tries to summarize and condense the experience of the construction of multi-ethnic community by analyzing the historical geographic space development,ethnic communication,exchange and blend,population and immigration,economic communication and exchange,formation and development of multi-religious cultural space,grassroots social change and national governance process of the multi-ethnic area in Hetan Town.By analyzing the historical development,social change and regional national governance data of Hetan Town,it is found that the formation,development and construction of the multi-ethnic regional pattern of Hetan Town contains rich theoretical and practical connotation of community governance.From the perspective of historical and cultural development,Chinese culture has provided a solid cultural and psychological foundation for inter-ethnic governance.The history of Hetan Town shows a dynamic historical process of continuous evolution and integration of multi-ethnic cultures,with the soil and accumulation of multiple historical cultures.In the process of historical development,it adapts to the changes of The Times,takes Chinese culture as the main force,organically combines ethnic factors and regional factors,and Chinese culture and various ethnic cultures communicate and develop,co-exist and coexist.In the construction of diverse and interwoven ethnic areas,the joint efforts promote regional cultural identity and the construction of the Chinese nation community.From the perspective of ethnic communication,exchange and blend,Hetan Town’s immigration,communication and blend at different levels,such as economy,culture,religion and customs,promote the psychological expectations and objective actions of people of all ethnic groups in this area to get along with each other,exchange and blend,and promote people of all ethnic groups to embed and blend with each other in space,life,culture and even spirit.Through close contact with each other and blend to form a new type of community.From the perspective of the formulation and development of ethnic theories and policies,Linxia area is not only an important regional source and starting point for the Party and the state to study and formulate ethnic policies,but also an important practice area and foothold for ethnic policies and theories.The local implementation and practice process of the ethnic policy in Linxia area,including Hetan Town and the surrounding areas,is also an important target of the central and local governments at all levels.In the formulation,adjustment and interaction of the policy,it constantly enriches and improves the connotation of the ethnic theory and ethnic policy of our Party and country.From the perspective of promoting the implementation and implementation of ethnic theories and policies,the Party and the government are the leading forces in the inter-ethnic governance,and play the core role of controlling the political direction and promoting the design and planning in the inter-ethnic governance.In national governance and adjustment of local government policies,it always follows the principle of seeking truth from facts,adheres to ethnic equality and unity,attaches great importance to united front work,constantly improves policies and measures,creates a harmonious environment,mediates ethnic disputes and adjusts internal relations according to local conditions,and promotes exchanges and integration among all ethnic groups.It actively promotes the all-dimensional embedding of all ethnic groups in space,economy,society,culture and psychology,promotes the unity and unity of all ethnic groups in ideals,beliefs,emotions and culture,actively promotes the community village structure and social environment embedded by ethnic groups,and promotes the formation of multi-ethnic communities,providing an important practice platform for the promotion of ethnic embedding.Through the analysis of the history and social change of the formation of the multi-ethnic inter embedded community in Hetan Town,as well as the investigation of the implementation and development of the Party’s ethnic equality and ethnic unity policies in this area since the founding of New China,we can find that to implement the Party’s ethnic theory and ethnic policies,we should accumulate and correctly grasp the valuable experience of doing a good job in ethnic work,change with the times,change with events,and keep pace with the times.The construction of multi-ethnic integrated communities in Hetan Town has been steadily promoted and implemented under the leadership of the government.It is inseparable from the Party and government’s adherence to the policy of seeking truth from facts and fully implementing ethnic equality and unity.It is a successful application and mature practice of national governance in ethnic integrated communities.The experience of social change and national governance of the multi-ethnic embedded community in Hetan Town is of great significance to the construction of the social structure and community environment in multi-ethnic areas. |
