Analysis On The Social Problems Caused By The Application Of Big Data Technology And Governance Countermeasures To These Problems

Big data is the product of technology,and big data technology is the most essential support and existence mode of big data.Without big data technology,there is no so-called big data,and big data technology is the means and way for big data to play its role and generate value.Based on the social and humanistic perspectives,this paper focuses on the sorting,analysis and discussion of the social problems caused by the application of big data technology in the real world,and further proposes the corresponding governance countermeasures,which has important theoretical value and practical significance.The main content of this paper is divided into three parts.First,the paper discusses big data technology and its rising background.Big data is a new form of data,with its own unique"4V"characteristics.Big data technology is a technical means to deal with big data.It is a technical system organically composed of tools,means,methods and methods of each link in the process of big data processing under the support of big data processing platform.The rise of big data technology has a certain social foundation,which is born and rising under the background of current theoretical development,scientific and technological development,era development and economic development,and due to the social needs of science,economy,social life and social governance in the current era.Secondly,the social problems of big data technology application are discussed."Data"and"algorithm"are the two core elements of the application of big data technology,and they complement each other.Through the combination of"data"and"algorithm",big data technology brings various conveniences to people's study,work and life in practical application.However,science and technology is a double-edged sword,in the process of big data technology applied in reality also brings all kinds of problems to the society,which,both because of the"data"caused by the abuse of social problems,such as"privacy","digital divide","big data'invasion in heart",also has"algorithm"because of the large data caused by social problems,such as"algorithm discrimination","big data"kill cooked ","information cocoon room".Finally,the governance of big data technology is discussed.For the governance of social issues in the application of big data technology,this paper proposes six governance principles,which are people-oriented,fair and just,open and transparent,participation and sharing,respect and protection,and accountability principles,combined with general social governance experience and characteristics of big data technology application.Meanwhile,by referring to the social characteristics of technology control theory and big data technology application,five governance means are summarized,which are legal means,administrative means,industrial means,means of public opinion and means of education.Then,from the practical value of big data technology,this paper proposes two governance paths for the social problems in the application of big data technology,namely,the negative path to control the risks of big data technology,the negative path to control the social problems caused by the application of big data technology,and the positive path to promote the benign development of big data technology and its application.Big data technology is born out of the background of social development and arises out of the needs of social development.The real value and significance of big data technology lies in using big data technology to improve productivity,transform the world,provide impetus for the development of human society and seek happiness for mankind.
