Research On Poverty-alleviation Relocation Of Liancshan Yi Ethnic Group From The Perspective Of Survival Rationality

With its long history,rich culture and mystery,Liangshan Yi ethnic group has attracted many scholars at home and abroad.We have rich research fruits on poverty-alleviation of Liangshan Yi ethnic group and Yi science.Poverty problems of Liangshan Yi Autonomous Prefecture has become a hot issue and aroused great attention from the whole China.My field,Waga village,Sala Dipo township,Zhaojue county of Liangshan Yi Autonomous Prefecture has been a severe poverty-stricken village.It began to choose poor households from the year of 2014.From the year of 2016 to 2017,project for relocation of the poor households were implemented in this village.Combined with other poverty-alleviation measures and aids from our country,Waga village has lifted all of its poor out of poverty by the inspection of Sichuan Province working group on October 30^th,2020.Approved by people’s government of Sichuan province,7impoverished counties,including Zhaojue county of Liangshan Yi Autonomous Prefecture,has taken off the poor list on November 17^th,2020.Waga village,Sala Dipo township,Zhaojue county of Liangshan Yi Autonomous Prefecture is an epitome of anti-poverty of ethnic area under the background of traditional and modern innovation,interlace of state and local powers and transformation of our main contradiction.What is poverty,reason for poverty and how to relieve poverty through the project for relocation of the poor households should be discussed from different subjects as economic anthropology,economics and sociology.Based on the theory of survival rationality and by participant observation of the field,I analyzed the experience and potential problems for relocating the poor from the impoverished region.Project for relocating the poor,as a part of targeted poverty alleviation efforts,has its local cultural features among different ethnic groups and in different poverty-stricken regions.My field is a severe poverty-stricken village of Liangshan Yi Autonomous Prefecture,whose relocation pattern is relocating from top of the mountain to the foot with a distance of 3kilos.Firstly,I tried to do cultural interpretation for the economic significance of the project,the connotation of suvivial rationality and the life of Nuoso people on the mountains before implementing the project.Secondly,I concluded different opinions of relocating the poor during and after the project based on survival rationality and discussed the influence of the project.I researched how local village power and peripheral–aid power play roles in concentric circle of village.Thirdly,guided by survival rationality,how Yi ethnic family clan culture,structure of social stratification and ethnic and moral structure influence the effect of poverty-alleviation relocation.Finally,by analyzing the potential problems of the project,I further discussed the new connotation of suvivial rationality after their relocating to the foot of mountain.To some extent,this research represents the association between the symbolic significance and intrinsic ethnic culture of relocating the poor to alleviate poverty in ethnic areas.This paper mainly adopted the research method of economic anthropology,accompanied with research method of economics and sociology,trying to have a dialogue among different subjects.I aim to associate survival rationality theory with ethnic culture,providing reference for fighting against poverty of other ethnic areas.This paper focuses on the following problems:firstly,I interpretated the connotation of survival rationality and relocation for poverty alleviation,illustrating how the transmission of top-down policy lead to information asymmetry and text dilemma.I tried to explore the intrinsic relations between survival rationality and behavior of poverty-alleviation related subject and object.Secondly,how did rural committee,rural working cadre and supporting units’conflicts and cooperation from preparation to the end of the project and how did they reach general equilibrium in the game of power field and ethnic habits?I tried to explore the motives of survival rationality behind the project.Thirdly,comparing the livelihood of‘Nuosu’people before and after their relocation,I explored the new connotation of survival rationality and did some research on how this project influence the poor’s livelihood.I tried to explain that promoting a poverty-alleviation program in ethnic areas was good for their development and strong recognition of our national identity as one nation.We concluded that:firstly,the motive for survival rationality can explain the need and behavior of each party in the project of poverty-alleviation relocation.Secondly,we gained some achievements from the poverty-alleviation relocation program,solving most housing safety problems of the poor.However,the poor had to face new livelihood problelms.Besides emphasizing the traditional target of economic development,we should pay more attention to the survival rationality and need of the poor.We should attach sufficient importance to the role of ethnic culture and customs in alleviating poverty.Thirdly,officials of local government,rural committee and other supporting power had cooperation and conflicts during the project,we should pay attention to the power of village elites and promote their cooperation.Fourthly,survival rationalities should be given top priority in some material-deficit ethnic areas.we should pay attention to the accurate recognition and dynamic regulation of the poor residents.The aim of poverty-alleviation relocation is to ensure the basic survival needs of the real poor,trying to be fair both in forms and contents.Fifthly,our main contradiction has changed.Survial rationality had new connotation after their relocation to the new place.Their changed way of thinking and life has brought out new problems.How to make them willing to move and stay,have something to do and become rich since most of them did part-time job after relocating to the foot of the mountain.we should further explore how to realize rural vitalization after the research.
