In recent years,under the concept of urban upgrading,construction demands for public buildings is increasing in China,correspondly,the construction speed is far higher than the construction level of developed countries over the same period.As the basic carrier of public activities,public buildings such as office,commerce,culture,transportation and sports,there are high demands to the quality of projects.However,the engineering quality accidents of public buildings show a high trend,also have caused huge economic losses and confusion to society.According to the advanced engineering experience abroad,engineering quality insurance is an important way to implement responsibilities,standardize construction behavior,strengthen quality supervision,and ensure the quality defects can be solved efficiently.Therefore,for comprehensively enhanceing the management level of engineering quality risk,it is of great theoretical and practical value to establish the engineering quality insurance model suitable for public buildings and to focus on the core method of implementing the insurance model effectively.On the basis of that,the following research work are carried out:(1)Through research and statistical analysis,it is found that the engineering quality defects in public buildings show the general characteristics of high frequency and unstable trend,and the control effect of various quality defects is uneven;determine radical causes by Causal-Loop Method,the current situation mainly reflected in 4 aspects as lacking of mastery about new technology,the exorbitant target of quality objectives,the chronic weakening of quality awareness and quality supervision;on this basis,the paper puts forward the strategy of public construction quality control based on insurance theory,and lays the foundation for further research.(2)Research on engineering defects insurance for public buildings.Based on the practical public constructions,this paper define the construction objectives of the insurance model to "the using of differentiated insurance rates,comprehensive duct services providing and protect the legitimate interests of public ";determine 18 constraints and 4 constraint key points relating to target realization by the use of constraint theory and TP tool tree.Thus,from the perspective of policies,industry associations,information management,talent training and other perspectives to develop a breakthrough strategy of target constraints.Then the quality insurance model for public buildings is established,and the operation process,major items,implementation points and protection strategies of this insurance model are determined.(3)Research on the insurance rate model of public buildings quality insurance.In order to accurately reflect the level of loss and control of public constructions’ quality,on the basis of literature analysis and questionnaires,10 insurance rate factors applicable to public buildings are summarized,and a generalized linear model is introduced.Based on the characteristics of loss probability,loss frequency and loss intensity distribution,a basic rate model has been established.The risk characteristic factors are determined from the perspective of public construction risk and subject risk,and the rate floating coefficient is determined by the grading quantification of characteristic factors.The model can fully reflect the quality risk of subject construction project,and realize the differential rate determination for different public building projects.Finally,the validity of the model is verified by simulation analysis.(4)Research on the diagnosis model of engineering quality risks in public buildings.In order to carry out the quality risk diagnosis work of the project,the paper establishes the risk diagnosis idea of "key must check,routine spot check,overlap and check,integrity guarantee" on the functional of risk agency characteristics,and clarify the content and procedure of risk diagnosis.Based on this,the verification list and index system of engineering quality risk are constructed,and in order to improve the accuracy of the diagnostic results,the quality risk diagnosis model applicable to public buildings is established by using the good characteristics of D-S evidence theory in the multi-source information fusion.(5)Research on the identification and Allocation methods about the main responsibility of quality defects in public buildings.To avoid the blindness and roughness of the subject responsibility identification,the method of liability identification and sharing based on a cause path of quality defects is proposed.By collecting the complaint records of public buildings’ quality defects,using complex network theory to construct the cause network of quality defects which include various public buildings.Based on that,a definitive process that can identify subject responsibility through the screening of causal nodes is defined.Then Order Relations Method method is applied to determine the weight of the causal factors,and the proportion of subject responsibility allocation is decided.(6)Research and preparation of the public buildings’ quality insurance management system.To meet dynamic and efficient information management needs and simplify the analytical process,based on the established insurance model and core methods,the.net technology platform and XML database is researched and compiled for the engineering quality insurance management system,which includes four modules of new project,project management,auxiliary computing and information retrieval.The development of this insurance management system provides strong technical support.And the operability and convenience of this system has been proved through a case study.
